Deputy by Right to the Central American Parliament
on the Consultation Process of the Constitutional Reforms

Dr. Gustavo Porras, President of the National Assembly; Members of the Board of Directors and Deputies present. We understand that the Constitutional Commission was set up so as to promote the Reform of the Political Constitution.
We would like, on behalf of the Nicaraguan Parliamentary Grouping in the Central American Parliament, to thank the National Assembly for its invitation to be here, at this important Consultation Session on the Reform of the Nation's Law, namely our Political Constitution, and to get to know its scope, understanding that this Consultation lays the fundamental foundations to strengthen the Stability, Security, Peace and Unity of Nicaraguan families.
Bearing in mind that the Central American Parliament, as a permanent Regional Organ for Democratic Political Representation in the Central American Integration System, has as its fundamental objective the realization of the integration of Central America in order to consolidate a region of Peace, Freedom, Democracy and Development.
Beloved Members of the National Assembly, on behalf of all the members of the Nicaraguan Parliamentary Grouping in the Central American Parliament, I would like to express our firm support for the Reform of the Political Constitution. We are convinced that constitutional transformations and adjustments are necessary and important to strengthen the Institutional Framework and guarantee Genuine, Transparent and Reliable Electoral Processes.
We reaffirm our institutional and regional commitment to the fulfillment of what is mandated by our Political Constitution and our Supreme Leadership, the Co-Presidents, Comandante Daniel Ortega and Compañera Rosario Murillo. We reaffirm our willingness to contribute to the construction of a Nicaragua that continues to advance along the path of Economic and Social Development, Progress and Well-being for all the Nicaraguan People. In this Spirit of Responsibility and commitment to our Nation, we are formally presenting a complementary document signed by all the Members of the Nicaraguan Parliamentary Grouping in the Central American Parliament, as an expression of our Will to contribute to strengthening the Constitutional order,
Considering:
One: That the Parliamentary Grouping of the Republic of Nicaragua before the Central American Parliament represents the sovereign interests of the Nicaraguan people within the Political Representative Body of the Central American Integration System, in accordance with the agreements and treaties signed.
Two: That in the Republic of Nicaragua an Institutional Consultation Process is under way concerning the Initiative to Reform the Political Constitution, conducted through the Special Constitutional Commission of the National Assembly of Nicaragua.
Three: That the Institutional Consultation Process constitutes a mechanism which strengthens the participation of the various State Institutions, Public institutions and organized sectors in the improvement of the Sovereign Legal Framework.
We declare:
First: We recognize and adhere to the decision of our Co-Presidents, Comandante Daniel Ortega Saavedra and Compañera Rosario Murillo, in defense of our Sovereignty, our Self-determination and the struggle for Peace, by means of Constitutional Reforms which guarantee us the full exercise of the right to decide our destiny.
Secondly: To reaffirm the Principle of Self-determination of Peoples and Full Respect for National Sovereignty in order to define, adjust and consolidate the normative institutional frameworks, adjusted to the context of our national reality.
Thirdly: To express the firm support and assume the commitment, as the Nicaraguan Parliamentary Grouping before the Central American Parliament, to defend the Constitutional Reform Process carried out by the Institutions of the Nicaraguan State and the People President.
Fourthly: We strongly support the work of the National Assembly, the Nicaraguan Army, the National Police, the Ministry of the Interior, the Supreme Court of Justice and the Supreme Electoral Council in consolidating this legal framework.
Fifth: We are sure that these Constitutional Reforms guarantee the Stability and Continuity of our Government’s Plans and Programs to combat and eradicate Poverty in our country.
Sixth: We welcome the constant willingness for Dialogue, Consensus and Institutional Inclusion, demonstrated in the days of the Consultation with State Institutions and various sectors of society, aimed at the continuous strengthening of Peace, Stability and the Sovereign Democracy of our nation.
Therefore,
We propose to include in the Constitutional Reforms the principle of the imprescriptible nature of the crimes committed by, and the penalties applied to, traitors to the Nation and to those who promote and engage in attempts at coups d’etat.
We propose to include in the Constitutional Reforms that the Supreme Electoral Council, on its own initiative, may transfer for due judicial process the cases of individuals who seek to avoid compliance with the Constitution and the Electoral Law.
