DECLARATION

XXV ALBA SUMMIT OF HEADS OF STATE AND GOVERNMENT

Caracas, December 14th 2025

Towards commemorating the centenary of the birth
of Comandante in Chief, Fidel Castro Ruz

"Nothing can stop the course of history”

We, the Heads of State and Government of the Bolivarian Alliance for the Peoples of Our America – Peoples' Trade Treaty (ALBA-TCP), gathered on December 14th 2025, inspired by the example of revolutionary dignity and unwavering defense of sovereignty of Comandante-in-Chief Fidel Castro Ruz, by way of commemorating the centenary of his birth, in 2026, on the eve, too, of the Bicentenary of the Amphictyonic Congress of Panama and in a context of growing threats to Peace and Stability in Latin America and the Caribbean:

1.   We honor the history and legacy of Comandante in Chief Fidel Castro Ruz, founding forebear of this organization, together with Bolivarian leader, Hugo Chávez Frías, and also a great articulator of the dreams of José Martí for the Cuban, Latin American and Caribbean people.

2.    We reaffirm our unwavering commitment to continue deepening the Bolivarian Doctrine, whose thought and action are incompatible with any form of hegemony, domination or imperial tutelage, and which constitute the fundamental pillar that inspired Comandantes Fidel Castro Ruz and Hugo Chávez Frías, to found, twenty-one years ago, this Alliance, as an expression of the historic, profoundly humanist and anti-imperialist project of uniting the Peoples of our Americas in Brother and Sisterhood.

3.    We condemn, in the strongest terms, the stated purpose of the recently published National Security Strategy of the United States government, aimed at reaffirming and enforcing the obsolete and historically defeated Monroe Doctrine.

4.    We condemn the act of piracy committed by the United States government in illegally raiding and seizing a Venezuelan oil tanker in the Caribbean Sea. This action violates international law and attacks the sovereignty of the Bolivarian Republic of Venezuela.

5.    We salute the Venezuelan people, who, aware of their historic strength, have demonstrated, once again, their deep resilience in the face of adversities and with courage and conscience have defended their dignity and their right to decide their own destiny.

6.    We demand the exclusion of Cuba from the arbitrary, spurious list of countries allegedly sponsors of terrorism, prepared by the United States’ Department of State.

7.    We highlight the efforts and achievements of Nicaragua’s Government of National Reconciliation in the construction of a sovereign economy, interlinked with peoples and countries in struggle and with other respectful, sovereign powers, which is becoming a reality thanks to the courage and formidable hard work of the Revolutionary and Evolutionary People, ever more free, ever more Christian, ever more socialist, ever more inspired by solidarity.

8.    We demand the immediate cessation of all military threats against any country of Our America and we reiterate the full validity of the Proclamation of Latin America and the Caribbean as a Zone of Peace, approved at the II CELAC Summit in Havana, Cuba, in January 2014.

9.    We reaffirm our commitment to the defense of the rights of migrants, regardless of nationality, culture, race or gender and we demand that the protocols of safe, orderly, regular and respectful repatriation with human dignity be complied with, in accordance with bilateral or multilateral agreements and the respective national legislation of our countries.

10.    We recognize the progress of the AGROALBA and ALBA AZUL programs, aimed at increasing the levels of food sovereignty and productivity of our peoples. Their application has shown significant results and we know that this is the right path.

11.    We celebrate the start of operations of the Manuel Gual vessel (the ALBA Boat), as part of the carrying out the ALBA Strategic Agenda 2030. It is a fundamental tool for cooperation and the promotion of fair trade and an invaluable input placed at the service of the Peoples of our Americas.

12.    We approve the 2026 Action Plan, aimed at achieving the objectives set out in the ALBA Strategic Agenda 2030.
 
     In that sense, we emphasize our work expanding the production of the AGROALBA and ALBA AZUL projects, for joint agricultural, fishing and aquaculture production and to enhance the logistical chains of the ALBA Boat by means of the first Business Conference and the XII Economic Complementary Council.

    At the same time, ALBA will activate new permanent mechanisms of social, political and cultural cooperation to strengthen the cohesion of the bloc. This includes the creation of the Communal Training Circuit for the exchange of knowledge and leadership skills and the formalization of the Humanitarian Task Force for coordinated disaster response. The calendar will include important meetings such as the VI Sports Games, the International Tourism Fair (FITALBA) and two Political Councils, in addition to expanding the offer of scientific scholarships, with special emphasis on the development of artificial intelligence. These multidisciplinary actions seek to make decisive progress towards the objectives of the 2030 Strategic Agenda.

13.    We approve the creation of the International Energy and Electricity Mission, made up of the ALBA countries and other countries, with the intention of supporting the sister Republic of Cuba in the total restitution of electric energy in the country.

     Today, when new military threats from imperialism loom over our region, our ALBA countries ratify that our destiny is linked to the emancipatory thought and legacy of the liberation feats of Simón Bolívar, of the irreducible anti-imperialism of Augusto César Sandino, of the Our-American sensibility  of José Martí, of the original rebellion of Túpac Katari and of the brave temper of Juana Azurduy de Padilla, of the sovereignty-inspired leadership of Edward LeBlanc, of the commitment to independence of Sir Vere Cornwall Bird; of the ancestral resistance of Joseph Chatoyer, of the popular impulse of Robert Bradshaw, of the popular project of Maurice Bishop and of the struggle for national dignity of Jean-Baptiste Bideau. In this common heritage, the Bolivarian Doctrine is consolidated as a historical synthesis of the peoples in struggle for their second and definitive independence that shines out for the whole world. We declare that our determination to fight for their dreams and for the protection of the region remains intact with the deep conviction that:
