NICARAGUA IN THE CELAC
MESSAGE FROM THE GOVERNMENT OF NICARAGUA
AT THE CELAC-EU MEETING
SANTA MARTA, COLOMBIA
NOVEMBER 9TH AND 10TH, 2025
Mr. President of the Republic of Colombia, Gustavo Petro, President Pro Tempore of the Community of Latin American and Caribbean States (CELAC).
Ladies and Gentlemen, Heads of State and Government of the Member States of the Community of Latin American and Caribbean States and the European Union
Ladies and Gentlemen, Chancellors and Delegates.
We are honored to convey to you the cordial greetings of the People and Government of Nicaragua and of Co-Presidents Comandante Daniel Ortega Saavedra and Compañera Rosario Murillo Zambrana.
1. South of the Rio Grande, from Mexico to Patagonia and the Malvinas Islands, 670 million Human Beings peacefully coexist in a territorial extension of 20,139,378 square kilometers in a Spirit of Unity, Integration, Cooperation and Solidarity.
2. Latin America and the Caribbean is a Zone of Peace and Development, as was proclaimed by 33 Heads of State and Government at the CELAC Summit in Havana in January 2014.
3. Our Peoples and Communities of diverse and multiple Cultures and Languages have the Right to Live in Peace, to Fight against the Poverty imposed on us by the colonizers, to promote Progress with Human Development and a Future of Common Good for all, without exclusions.
4. Nicaragua reaffirms that no State in this or any other Hemisphere has the authorization or mandate of the United Nations to attack us and to kill us, as the US Government authorities, with a criminal mentality, say they do nor to plunder or steal the natural resources of the States that make up the Community of Latin American and Caribbean States (CELAC) represented here.
5. Their lies, falsehoods and slander, creating irresponsible narratives to confuse our populations and the International Community, are part of their aggressive policies of expansion and hegemonic domination, whose gradual decline is self-evident.
6. Latin America and the Caribbean is not the backyard of the United States of America, as they mistakenly believe based on the Monroe Doctrine and the belief in their Manifest Destiny, a policy and doctrine designed to justify their aggressions, invasions and illegal theft and seizure of the natural, cultural and human riches of our Caribbean America.
7. We denounce, reject and condemn the disproportionate and asymmetric deployment of force, warships, military forces, amphibious vessels, naval aircraft and a nuclear submarine of the United States in the Caribbean Sea, directly threatening Venezuela, Colombia and all the Countries of the Greater Caribbean Basin, violating the Purposes and Principles of the Charter of the United Nations approved by all our Member States of CELAC and the EU, represented here and which expressly establishes:
* The sovereign equality of States.
* Non-interference in internal affairs.
* Refraining from the threat or use of force against the political independence of any State.
* Maintaining international peace and security.
* Promoting friendly relations between nations and achieving solutions of disputes by just and peaceful means, in accordance with international law.
8. We demand that extra-judicial executions cease of Caribbean people who are innocent until proven otherwise.
9. The Government of Nicaragua reiterates its support, solidarity and recognition of the Constitutional and Legitimate Government of Venezuela, its People and the democratically elected President Nicolás Maduro Moros.
10. Our solidarity with President Gustavo Petro who defends the Sovereignty and Dignity of Colombia with Patriotism, in the face of disrespect and threats from the North American Government.
11. With the Heroic and Dignified People of Cuba, our solidarity and accompaniment in their struggle in defense of their Sovereign Revolution against the economic, financial and commercial blockade.
12. On the Joint Declaration of the CELAC-EU 2025 Summit, which we discussed at this Summit, the position of the Government of Nicaragua is clear:
We do not accept the paragraph referring to Ukraine and it should be excluded, deleted. In this way, we achieved consensus for the adoption of the Summit Declaration, otherwise this Declaration will not be approved due to lack of consensus, contravening the CELAC procedural rules which establish that decisions are adopted by consensus in all instances.
13. The rule of consensus has no exceptions and in CELAC putting footnotes to a page has not been the practice nor is it provided for. The paragraph referred to should be deleted and this is Nicaragua’s clear, steadfast position.
14. We do not agree to the reference (see paragraph 11) to regions outside our hemisphere, nor to European overseas countries and territories, which are remnants of colonialism.
15. To make the strategic agenda a reality, and to build a bi-regional road map, CELAC-EU must respect the sovereign equality of states, non-interference in the internal affairs of States, put an end to the illegal unilateral measures that separate States and unite our efforts in the priority challenges of addressing poverty and human development in areas of common benefit in an environment of Security, Stability, Progress and Peace.
