MESSAGE BY THE GOVERNMENT OF RECONCILIATION
AND NATIONAL UNITY AT THE XXIII MEETING
OF FOREIGN MINISTERS OF CELAC

Mr. Santiago Cafiero, Minister of Foreign Affairs of the Argentine Republic, Pro Tempore Presidency of CELAC.
Honorable Ministers of Foreign Affairs, National Coordinators and Heads of Delegation.
Since its foundation, the Governments and Peoples of the Member Countries of CELAC have sought to strengthen it as a true Community of exchange, dialogue and coordination between our Peoples and Governments, from which we can forge Unity, Solidarity, Complementarity and Our Latin American and Caribbean Integration.
We thank the PPT CELAC, the Argentine People and Government, for convening this Meeting of Ministers of Foreign Affairs and for the cordial attention received. We transmit the fraternal greetings to all the participants on behalf of Comrade President, Comandante Daniel Ortega Saavedra and Comrade Vice President Rosario Murillo.
The incipient post-pandemic recovery, after two years, has been threatened by the global energy, inflationary, climate, and food crises, caused by the unilateral coercive and illegal measures imposed against the Russian Federation, China, Cuba, Iran, Venezuela, Nicaragua, Syria, North Korea, and other Peoples, measures that have caused increases in the prices of oil, fertilizers, energy and food, affecting government budgets, the economy of the most vulnerable Families and hindering our ability to meet the Sustainable Development Goals of 2030 Agenda, including the fight against poverty and the eradication of hunger and malnutrition.
Today we ratify once again, the Sovereign Right of the People and the Argentine Nation over their legitimate territory of Las Malvinas, which continues to be occupied by force of arms, by the British Empire.
The efforts of the countries of the region in the fight against organized crime, including drug trafficking, human trafficking, illegal arms trafficking and money laundering, are notable.
These efforts must be complemented with the control and fight against consumption in the Developed Countries, which is the largest market in the World, and which at the same time multiplies drug trafficking networks, illegal arms trafficking, money laundering and human trafficking from their cities.
Ladies and Gentlemen, Ministers
The defense of the Principles of International Law and the Charter of the United Nations, strengthening Multilateralism in the New World Order, guarantees the Principle of CELAC, declaring our Region as a Zone of Peace.

Chile's interventionist position against Nicaragua seeks to turn CELAC into another version of the OAS, with a Pinochet-style institutionality such as Chile suffers. With human rights frustrated and betrayed by the current Government of Chile.
With regard to the institutional strengthening of CELAC, it is not the right time to focus on the issue of the organization and functioning of CELAC. The Heads of State and Government approved in Caracas on December 3, 2011, the procedures for the organic functioning of the Community of Latin American and Caribbean States (CELAC).
For now, these procedures continue to be valid, strengthened by unity in diversity, consensus, solidarity, complementarity, and continuing the route of the heroes and liberators of the Great Latin American and Caribbean Nation.
The multiple crises that affect our peoples and humanity alert us that there are other priorities with which we must face the pending tasks and challenges.
Nicaragua considers that for now it is not feasible to focus on this issue of CELAC's institutionality.
Another paragraph with which we disagree is the one related to Ukraine. There is a situation being directed by the US Government, using European Union and NATO countries to expand to the East, threatening the security and integrity of the Russian Federation, and thus endangering international Peace and Security.
We in CELAC should not pronounce ourselves in a biased and partisan way when referring to Ukraine. Nicaragua disagrees with that paragraph of the draft Declaration. We do not make a consensus.
Let us not allow ourselves to be influenced in CELAC by the hegemonic interests of Western powers subjugated to the North American empire that acts aggressively against progressive States and Peoples in the World.
We defend International Peace and Security and demand that the aggressions of the imperial powers against States and Nations that seek the Common Good of their Peoples and Humanity cease.
