ADDRESS BY THE GOVERNMENT OF NICARAGUA
IN THE XIII MEETING OF HIGH LEVEL REPRESENTATIVES ON SECURITY MATTERS

First of all, permit me to convey warm and fraternal greetings from the Co-Presidents of the Republic of Nicaragua, Comandante Daniel Ortega Saavedra and Compañera Rosario Murillo to the President of the Russian Federation, Comrade and Brother Vladimir Putin, to General Sergey Shoygu, to the Government and People of the Russian Federation and to all the participants in this meeting.
We are meeting again amid situations and actions which threaten global Security and Peace in addition to the permanent threats from US imperialism against Nations working for multilateralism, for the defense of the sovereignty of all Peoples, for the respect allowing Nations to develop in accordance with their own circumstances, cultures, idiosyncrasies, ideologies and criteria.
Nicaragua firmly rejects the imperialist pretensions of the United States of North America to impose itself on the world by means of the tariff and trade wars which have had a special focus against the fraternal Chinese government and people. Similarly, we reject the unilateral coercive measures wrongly called sanctions that the United States of North America and Europe apply against countries that do not submit to their mandates and dominance, fraternal countries such as Russia, China, Iran, Cuba, Venezuela and Nicaragua. We condemn the genocide suffered by the fraternal people of Palestine at the hands of the Government of Israel with the support of the United States and reiterate our firm support for the right of the Palestinian State to exist and to live in peace. We also reiterate our firm defense of the One China principle and reject all those actions, which we know originate from the United States, threatening the stability, peace and tranquility of the fraternal Chinese people. We reiterate our firm accompaniment to and solidarity with the Russian Federation in the struggle they are waging against Ukrainian Nazism supported by NATO, 80 years after the Victory over fascism in the Great Patriotic War. The struggle continues, the enemy is the same and, as Foreign Minister Lavrov said, it is a struggle between good and evil, in which Nicaragua stands with Russia for the good of Humanity. We also wish to reiterate our rejection and condemnation of the inhuman and cruel treatment to which immigrants are being subjected by the US government, especially to our Latin American and Caribbean brothers and sisters. We demand the cessation of this unjustified, racist and fascist practice.
In our Latin American and Caribbean region, we continue to face the challenges posed by the permanent interference of the United States in the internal affairs of our States. We reiterate our condemnation of the cruel, illegal and brutal blockade against the sister Republic of Cuba; we reiterate our firm support for and solidarity with the legitimate Government of Venezuela led by Brother and Comrade President Nicolas Maduro Moro; and we demand an end to the imperialist policies the United States applies against our peoples through the so-called Monroe Doctrine.
Nicaragua remains alert to the destabilization attempts directed, organized, financed and instigated by the United States and its European allies against our Nation. Since 2018, when we suffered that bloody, terrorist coup attempt, we have taken on the task of strengthening Security and Defense in our country, neutralizing and eliminating the authors and key promoters of hatred, the mercenaries and quislings who serve under the imperial boot, on the imperial payroll, with the aim of handing our country over to US rule. The National Police, the Nicaraguan Army and the Ministry of the Interior, in constant coordination with the Nicaraguan population, have managed to establish effective mechanisms of prevention, attention and control to address any threats.
We note with special emphasis our successful cooperation with the Russian Ministry of Internal Affairs through the Regional Center operating in Nicaragua, our successful cooperation with the Russian National Guard as well as our historic cooperation with the Russian Ministry of Defense all of which have allowed us to strengthen our abilities guaranteeing Peace and Stability in Nicaragua. Our deep gratitude to President Vladimir Putin for this cooperation that advances and consolidates steadily every day.
We also recognize the importance of the initiatives put forward by the President of the People's Republic of China Comrade Xi Jinping, the Belt and Road initiative, the Global Development Initiative, the Global Security Initiative, the Artificial Intelligence Governance Initiative and the initiative for the exchange between Global Civilizations. Within the framework of these initiatives, Nicaragua cooperates with China in all fields, including Security and Defense.
At present, cybersecurity is one of the priority axes for guaranteeing the defense of Peace, sovereignty and territorial integrity of the world’s Peoples. We are advancing in programs and projects with sister countries such as Russia and China to strengthen our capacities in this field.
Banking and economic sovereignty and security is another fundamental factor for the functioning of our societies, faced with the aggression of the United States and its European allies against our Peoples, such as the blockades and restrictions they impose on us. We maintain active cooperation and coordination with friendly countries in order to overcome all these obstacles. We emphasize the importance of the "Joint Declaration of the Russian Federation and the Republic of Nicaragua on the means and modalities to counteract, mitigate and compensate for the negative consequences of unilateral coercive measures" signed on April 2nd 2024 in Moscow; and the establishment of the Working Group for this purpose.

Nicaragua recognizes the importance of the new development blocs that have been consolidating themselves, contributing to new paradigms of cooperation based on mutual respect and mutual benefit. We recognize the importance of the BRICS countries and the leadership role of Russia and China. We recognize the importance of the Eurasian Economic Union, the Shanghai Cooperation Organization, CELAC and the Bolivarian Alliance for the Americas, ALBA. Spaces in which we must promote unity, understanding, exchange and cooperation with a shared vision, as Brothers and Sisters.
To conclude, today we reiterate that Nicaragua remains steadfast and dignified, in the spirit of our great poet Rubén Darío and our General of Free Men and Women, Augusto C. Sandino. We will continue to defend our right to remain Free, Sovereign and Independent, we will continue to raise our voice against injustice, we will continue to work for the consolidation of a new world order, striving against hegemonism, promoting multilateralism and strengthening ties of cooperation with fraternal peoples who believe in equality, mutual respect, non-conditionality, peaceful coexistence and development with social justice.
