Good afternoon, Compañeros and Compañeras, Defenders of Peace. We are very excited by this beautiful ceremony that reflects the Peace we have, the Peace which we jealously guard in our Blessed and Forever Free Nicaragua.
Let's read out PRESIDENTIAL AGREEMENT No. 35-2025
By means of which the Presidency of the Republic of Nicaragua, Co-President Daniel Ortega and Co-President Rosario Murillo
CONSIDERING
I
That the Political Constitution of the Republic of Nicaragua, in its articles 120 and 125, number 10, establishes that the Presidency of the Republic is the Supreme Leadership of the National Police, and has the power to appoint the Chief of the Police Forces of the Republic of Nicaragua.
II
That by Presidential Agreement 206-2024, published in The Gazette, namely Official Gazette No. 240 of December 27th 2024, First Commissioner Francisco Javier Díaz Madriz was appointed to the position of Director General of the National Police, and should take office on February 26th 2025.
THEREFORE
Using of the powers conferred on them by the Political Constitution
AGREE
Article 1. That by means of this Agreement, First Commissioner Francisco Javier Díaz Madriz remains in possession of the post of Chief of the Police Forces of the Republic of Nicaragua, with the faculties granted to him by the Laws and the Political Constitution of the Republic of Nicaragua to which he will maintain respect and subordination.
Article 2. This Agreement takes effect as of this date. To be published in the Gazette, the Official Journal.
Given in the City of Managua, Government House, Republic of Nicaragua, on the twenty-sixth day of February of the year two thousand and twenty-five.

Today, February 26th, is a historic day for our nation, we commemorate the 47th anniversary of the Heroic Deed of Sabogales, in the city of Masaya, where Comandante Camilo Ortega Saavedra gave his life for the liberation of Nicaragua, fighting the Somoza Guard, together with Sandinista militants Arnoldo Quant Ponce and Rito Moisés Rivera.
Comandante Camilo Ortega Saavedra “Apostle of Sandinista Unity”, National Hero, Uncompromising Fighter, Fighter of Love, Hope and Joy of the People, who left us a Legacy of Courage and Dedication to his People.
In honor of Comandante Camilo Ortega Saavedra and his legacy, Comandante Daniel Ortega Saavedra and Compañera Rosario Murillo Zambrana, Co-President and Co-President of the Republic, Supreme Leadership of the National Police and the Ministry of the Interior, I express to you my gratitude for the confidence expressed by my appointment as Head of the Police Forces of the Republic of Nicaragua, for the period 2025-2031 and to continue guaranteeing Peace, Security and Prosperity of individuals, families and communities.
Peace, a priority of our Good Government, an indispensable condition for the growth and economic development of our country, multiplying the opportunities and conditions of production, employment and good living for families and communities.
With obedience and loyalty to our Supreme Leadership, to our National Heroes, we will continue at the head of the Police Forces for a period of six years, working with willingness and commitment, contributing to the defense of Peace and the Sovereign Security of our Blessed and Forever Free Nicaragua, strengthening the Model of Articulation and Coordination with the Ministry of the Interior, along the Territorial Delimitations of the FSLN, Municipal Governments and the Institutions of Our Good Government.
This appointment commits the Police to continue developing the strategies of Citizen Security that our Supreme Leadership has correctly implemented, giving significant achievements for the benefit of Nicaraguan families.
The achievements in Citizen Security and in all areas of the well-being of our People are the result of the correct leadership of the Presidency of the Republic, in the construction of a safer, more Developed, Sovereign and Independent Nicaragua advancing in the fight against poverty.
Our Heroic Volunteer Police "Comandante Julio Buitrago", has constitutional character, in recognition of their valuable contribution in defense of Peace, Security and Stability.
The Volunteer Police “Comandante Julio Buitrago", made up of citizens who provide their service voluntarily, constitute the Unity and Strength of our People, an Integral Model of Citizen Security, under the leadership of the Sandinista National Liberation Front, heir to the ideals of our General of Free Women and Men, Augusto C. Sandino and the Heroic Feat of the Army In Defense of National Sovereignty. Therefore, it is meritorious to highlight that the Red-and-Black flag of the Anti-Imperialist Struggle of General Augusto C. Sandino and the Sandinista Popular Revolution, is a Patriotic Symbol as established in our Political Constitution. It is a recognition of the Sandinista Struggle and its legitimacy before our People.
Today, Wednesday, February 26th, we have completed the swearing-in process of our Volunteer Police “Comandante Julio Buitrago”, with the swearing-in of more than 30,000 Volunteer Police Compañeros and Compañeras, who with joy and enthusiasm participate in this solemn act with our Compañeros and Compañeras of the National Police and the Ministry of the Interior.
Nicaragua’s families recognize the work that the National Police, the Volunteer Police and the Ministry of the Interior have done to guarantee and defend Peace, Security and Prosperity.
Compañeros and Compañeras of the Volunteer Police, Comandante "Julio Buitrago" is present in each one of you, with his courage and his determination to conquer Justice, Peace and the Well-being of Nicaraguan families.
During the period 2018-2024, through the implementation of the Containing Wall Strategy in the Fight against Organized Crime and Drug Trafficking, in coordination with our brothers of the Nicaraguan Army, the Public Ministry, the Attorney General's Office and the judicial bodies, we have managed to prevent organized crime from establishing a social or logistical base in our country.
In the period 2018-2024 we have seized 28.22 tons of cocaine and 23.96 tons of marijuana.
We have reduced:
To 6, the homicide level per 100 thousand inhabitants, which in 2018 was 11.
To 125, the level of Robberies with force, violence and intimidation, per 100 thousand inhabitants, in 2018, it was 139.
Of the 100% of crimes registered in the country, 2.5% are dangerous crimes, 97.5% are minor crimes.
As part of the Citizen Security Strategy, the Police Forces in the Country have strengthened our Model of Protection for Individuals, Families and Communities, developing:
Our Program of Physical Presence Visits, House to House, to meet and solve the Citizen Security needs of families and communities.
Assemblies with the Communities in coordination with the Political Secretaries, the Ministry of the Interior and the municipalities to review the main citizen security actions.
Our Comprehensive Assistance Program for Women Compañeras with 402 Women's Commissariats, in the 153 Municipalities of the Country.
Our Plan of Rural Safety, with integral attention to agricultural producers and to agricultural workers in the rural and mountainous zones of the Country, guaranteeing Security for the Coffee Harvest, the Sugar Harvest, against the Cattle Rustling and protection to 23 items of production for export and for national consumption.
Our National Road Emergency Plan to prevent traffic accidents, and reduce deaths and injuries.
Our School Security Plan in coordination with the Ministry of Education, ensuring custody of the transfer of School Lunch inputs, security in educational centers and delivery of presidential scholastic vouchers.
Ministry of Health: Police accompaniment to health events, vaccination activities, anti-malaria water treatment and fumigation as well as de-ratting.
SINAPRED: Participation in the National Multi-Risk Exercises, planning of actions for the prevention and mitigation of disasters, contributing to the evacuation of victims, custody of warehouses, shelters and transfer of food and supplies.
Thanks to the correct direction of our Supreme Leadership, You Comandante Daniel Ortega Saavedra, Co-President of the Republic and you Comrade Rosario Murillo Zambrana, Co-President of the Republic, have strengthened our operational and institutional capacities, we currently have two Universities to professionalize our forces; the University of Police Sciences “Leonel Rugama - Que se rinde tu Madre“ and the University of Medical Sciences and Nursing ”Doctor Julio Briceño Dávila“ also, in coordination with the Ministry of Education, the online baccalaureate ”Georgino Andrade“ is taught, and, in coordination with INATEC, the Technical and Technological Training Program ”Angelita Morales Avilés".
We train our forces in specialized courses with the support of the Ministry of Internal Affairs and the National Guard of the Russian Federation, as well as with the Ministry of Public Security of the People's Republic of China.
With instructions from our Supreme Leadership, recognizing the leadership and capabilities of our Women Compañeras, we continue to work on their empowerment within our police ranks, promoting their integration into the command hierarchy. Appointments and promotions have been made so that of our Compañeras, 50% of Police Chiefs are women, as Co-Chiefs in the territorial delegations and national specialties. Currently, female colleagues make up 37% of police personnel.
During 45 years of institutional life, 566 Police Brothers and Sisters have given their Lives in fulfillment of their service, including 26 Women and 540 Men, who have left us a Legacy of Dedication and Love for our People, including 22 Heroes and Heroines of Peace killed during the failed coup attempt in 2018.
Likewise, of our Heroic Volunteer Police “Comandante Julio Buitrago”, 42 Volunteer Police Brothers and Sisters have died in the line of duty (1 female Compañera and 41 Men). We honor their memory and we commit ourselves to defend that legacy of our Heroes and Martyrs, in honor of them I request a minute of silence.
The members of the National Police, the Volunteer Police “Comandante Julio Buitrago” and the Ministry of the Interior, ratify our loyalty and obedience; we will never allow any coup attempt to cause destruction, death, terror and anxiety and we reiterate our commitment to defend Peace, protect Life, guarantee the Security of people and their property along with the prevention, prosecution and investigation of crime, to advance and prosper in our Blessed, Sovereign, Dignified, Forever Free Nicaragua, proud of our History and our Triumphs.

In July came July, July when the Triumph of the Revolution was born which we celebrate with Strength, with Vigor and in Glory every day in the name of the Heroes, in the name of our Martyrs, in the name of the insurrectional community, the original Community of Monimbó, in the name of Camilo, of Arnoldo, of Moisés, of the 23 young men murdered in San José de las Mulas, on a day like tomorrow. We take the oath of this Heroic Volunteer Police, Guerrillas of Peace, defending Peace, defenders of Peace.
Do you promise before the immortal example of Comandante Julio Buitrago, National Hero, Father of the Urban Resistance, bearer of the moral heritage of the Nicaraguan people whose heroic action showed the way to liberation?
Before our Heroes and Martyrs do you promise to respect the Constitution, the Laws and defend the Peace, Security and Prosperity of individuals, families and communities under the motto: Honor, Safety and Service?

Nicaraguan brothers and sisters, Families of this Patriotic Nation, of Nicarao, of Diriangén, of Adiac; of this Patriotic Nation of Andrés Castro, of the Archers of Matagalpa, of General José Dolores Estrada at the head of the force that defeated the Yankee invaders, who even came to call themselves Presidents of Nicaragua.
The Stone of Andres multiplied, the arrows of the Archers multiplied, and in the end they were defeated. The first defeat of Yankee expansionism was in the years of those Battles, the Battle of San Jacinto.
Then, that Battle of the Patriots who rose up once again against the Yankee invaders, that Battle fought in El Coyotepe and La Barranca, led by General Benjamín Zeledón. All of those battles have been marking the route of the Defense of the Nation, the Defense of Sovereignty, and of the permanent harassment against Yankee expansionism.
Then came the Heroic Deed of our General Sandino, which synthesizes in Thought and Action, all those Battles that our People had been waging before, and in which they had been defeating the invaders.

And then, as we know very well, we all know how our General Sandino, after defeating the invaders who had to withdraw from our country, how he heeded the call for Peace.
Because he was fighting for Peace, and he gave his life fighting for Peace, and the cowards, instruments of Yankee expansionism, thought that by assassinating General Sandino they would put an end to that Identity which throughout history has been consolidating, affirming through Heroic Deeds the Conscience and the Heart of our People.
And then, the Sandinista Front raised the Red and Black Flag of General Sandino, in order to rescue the Blue and White Flag that was beaten down and besmirched. Sandino, with the Red and Black Flag defended the Nation’s Sovereignty, and all that the Sandinista Front did was to take up once more Sandino’s Flag, to liberate our Natian and free the Blue and White Flag that had been stained.
Nicaraguan brothers and sisters, Families, Compañeros and Compañeras, Relatives of our Police, of the Police who are currently working, are on surveillance duties, protecting Families, preventing accidents, combating drug trafficking, defending Peace.
To all the Families of the Police Officers, of the Police present here, and of the Police who are working for Peace, to all of them, to you Beloved Brothers and Sisters, our embrace, our warmth filled with the burning fire of the Patriots who have fought throughout our history.
Likewise, to the Historic Combatant Brothers and Sisters, I would say that, the Historic Combatants today, with the Reform of the Constitution, have done no more than take the rightful place that the Law gives them, the place that the Laws give them, the place that the Constitution gives them, to join in the Defense of Peace in our Country.
And Historic Combatants, you Brothers and Sisters, are simply the continuation of those first Historic Combatants who confronted the Conquistadors: of Diriangén, of Nicarao, of Adiac. You are also followers of the Historic Combatants who defeated the Yankee expansionists in San Jacinto.
The Heroism of these Fighters is incarnated in the Nicaraguan People, and that is why Zeledón later emerged also giving Battle. And then Sandino, and then the Sandinista Front, and then, you Brothers and Sisters giving the Battle in 2018, when they tried to destroy Peace in our Nation.
That is to say, you are simply continuing the Historic Combatants, because throughout History, in this Land, in this Patriotic Nation, Battles have taken place for Peace, in Defense of Sovereignty, in Defense of the Identity of our People.
And from the People come the Combatants who join the National Police, who join the Voluntary Police; likewise, from the People come the Combatants who join the Army, the Ministry of the Interior. That is to say, we have a root that has flourished and multiplied in the hearts of Nicaraguans.
And today with all pride we can say, that you Historic Combatants, paying Tribute to Comandante Julio Buitrago, you Brothers and Sisters, paying Tribute to the Combatants of Monimbó, paying Tribute to the Combatants of San José de las Mulas, paying tribute to the Historic Combatants who gave their Lives when they were killed by the coup-mongers, 2 Compañeras and 20 Compañeros, that is, 22 Historic Combatant Brothers and Sisters killed by the coup promoters.
And right there it was demonstrated that the People wanted Peace, the Principle that the People wanted Peace was sealed, because no matter how much they killed, burned, torched, destroyed, shutting down the entire Country, we had the strength to resist, and then the People decided, the People then demanded that the National Police, that the Historic Combatants dismantle the roadblocks and what was really a genocide being committed against the Nation, against Peace, against Stability. And that's where the National Police came in, the Historic Combatants came in, and defeated the coup promoters in 2018.

This is also a Historic Day because we have also sworn in Historic Combatants.
I want here to salute on behalf of you and on behalf of our People, the Compañeras and Compañeros who are here with us and who also work every day defending Peace.
We have 68 Compañeras and Compañeros from the Government and the extended Cabinet here, among them the Compañeras and Compañeros we have already mentioned. Also with us here, is the Compañero who was an Army General, then assumed the Foreign Ministry, and today is Minister Advisor to the President and the Presidency for Policies and International Affairs. Our greeting, our embrace for our Brother Denis Ronaldo Moncada Colindres.
A Fraternal Embrace, a Revolutionary Embrace for a Delegation that came for the Swearing-in of the Comandante-in-Chief of our Army, General Julio César Avilés, I am referring to the Delegation of a Fraternal People where a long, Heroic Battle was fought, with thousands, many thousands, even millions of dead; a Country, a People that had been occupied by the European colonialists, by the French colonialists.
We offer our embrace to the Heroic People of Algeria, and here is their Delegation headed by the Minister of the Moudhajidine (Minister of the Algerian Combatants) of the People's Democratic Algerian Republic, Läid-Rebiga. An embrace to you dear Brother. Welcome! This is also your Land, this is also your Nation, and this is how we have felt when we have visited Algeria, that Algeria is also our Land and is also our Nation.
To the Representative of the General Directorate of National Security of Algeria, Arezki Hadj Said; to the Director of the Cultural and Cultural Heritage of the Ministry of Fighters, Guesmi Khaled, and to the Companero giving them every support in their moving about our Country, visiting Revolution Square, visiting different places.
How glad we are that you have taken the time to travel around our Country a little and get to know what our People are doing, which comes from all those long Battles.
Since the years 1854, 1855, already the Yankee expansionists were here in Nicaragua, and the Yankee expansionists had then appointed a President, William Walker, who, the first thing he did was impose slavery in our country.
And the People rose up against that, and from there came the first Anti-Imperialist Hymns, where the Barefoot People, the Humble People, the Working People, raised up Hymns that said: Death to the thirsty Yankee of gold! Death to the vile and cowardly invader! And then the Battle took place where Sergeant Andrés Castro, just as David struck down Goliath, Andrés with a stone struck down the invading Yankee.

For all of them our embrace, for that Heroic People who continue to fight against the blockade, more than 60 years of blockade; but, we have Faith, we are sure that the day will come when the blockade will be defeated and disappear along with it those chains with which they have wanted to paralyze and chain down the People of Cuba, they will disappear.

And we greet all the brothers and sisters who are from other Peoples, from other Nations, some very far away, but who always accompany us.
On this day in which we pay tribute to Camilo, we were in outright combat when the Monimbó Insurrection arose and Camilo went there with Arnoldo Quant and Moises Rivera, to reinforce the Monimbó Insurrection, and that was where finally... It was a battle of positions really.
And while there was a lot of morale, a lot of combativeness, really there were no conditions to wage a positional combat. Why? Because the People rose up, the Historic Fighters of Monimbó rose up to defend Monimbó and not to allow the Somoza Guard to enter. That's defending a position.
That is to say, they set out to defend the position themselves with mortars, with rifles, with what they found to hand, but it was an unequal battle, somewhat similar to the battle of Julio, of Comandante Julio Buitrago, with Julio defending a position there.
And in Monimbó, the people of Monimbó rose up, with their machetes, with their rifles, with the clubs, with everything they had at hand, with the contact bombs that they made there, with their masks, fighting the battle. But Somoza’s battalion arrived, the most sophisticated of Somoza tyranny, much better armed; they arrived with tanks, they arrived with artillery pieces, they arrived with mortars, and they laid siege to Monimbó.
So Monimbó was besieged by Somoza’s forces, surrounded, and the enemy aviation also arrived to bomb them, and in those conditions they could no longer resist, the siege succeeded because the tanks had already penetrated into Monimbó. That's when our brothers fell in action.
Also, tomorrow marks one more year since the death in action of the young men there in San José de las Mulas, to whom their Heroic Mothers, their Relatives, year after year, with the Youth organizations, with the People, pay tribute. But really every day here, Tribute is being paid, because we have had so many Heroes, so many Martyrs throughout our History, that there is not a day when some Tribute is not being paid in the Regions, in the Villages of our Country.
And today, on this Historic Day, we pay tribute to the National Police, and we pay tribute to the Historic Combatants, a hundred times, a thousand times, millions of times Heroic Historic Combatants, who are here, and will be here to continue defending Peace. And Here, They Will Not Pass. Here they will Not Return! Here Peace is guaranteed with the People who have a Conscience, who carry in their Soul the Spirit of Zeledón, the Spirit of Sandino, the Spirit of Andrés Castro, the Spirit of the Heroes and Martyrs, the Spirit of the Heroic Fighters of the Sandinista Front.
Long live our National Police!
Long live our Historic Combatants!
Long live Comandante Julio Buitrago!
Sandino Lives On, the Struggle Goes On!
A Free Nation or Death!
Long live Blessed and Forever Free Nicaragua!

Remarks by Compañera Rosario, Co-President of Nicaragua,
after the Inauguration of the Chief of Nicaragua’s Police Forces
February 26th 2025
Good evening. History, Glory, Memory, and Always Further On! I am very moved personally, by these events which mark the Calendar of our Immense Spiritual Strength.
We journey through that History of National Dignity which we have , thanks to God; our Heritage, our Dignity, our Pride, our National Dignity. And on a day like this, what better day than today, to conclude the Swearing-in of our Volunteer Police, which arose from the Popular Struggles throughout our History and which arose recently bravely confronting the criminal coup attempt by Traitors to the Nation... A huge betrayal!
Traitors who are no more than buried footprints of scum. Indeed they are scum! Those traitors who wanted to destroy us, but They Could Not Prevail, Nor Will They! And here today, in front of this multitude of Defenders of Peace, we know indeed that they will never be able to!
As our Comandante Daniel says: They will not return! It is simply that this Country is not theirs, nor do they belong to this Country, to this immense Country, small in territorial and geographical terms, but immense in terms of Will, Conviction, Commitment, Spirit and Soul. That is why we say: Always Further On! And we know we have the strength to transcend all challenges. That strength given by God which is Strength of Spirit!
I want to greet, with my Heart, my tenderest Soul, all the Families of our Heroes of Monimbó, of San José de las Mulas, and of the Heroes and Heroines whom we revere every day and who have bequeathed to us the duty, the responsibility to watch over the Peace that belongs to us, and to watch over this Sacred Patriotic Nation that is ours, this Nation where we are building a Future without Poverty, and we need God to give us the Strength, the Health, the Wisdom, the Serenity, to achieve that Goal which is the Goal of all our People: To Live with Well-being.
So, my embrace, my Affection, my Admiration, my Respect, for all the Families; for the Mother of Arnoldo Quant who is in Masaya today with the Relatives of our Heroes and Heroines of Masaya. I think she is one of the few, if not the last, of those beloved Mothers whom we have still alive and who have always accompanied us.
And for those mothers and relatives... for Father Theo who always accompanied the Families of the Young Men of San José de las Mulas. He is no longer in this Plane of Life, but he is here with us, not only in Spirit, but also his physical remains, Father Theo is here with us, always ready to accompany the relatives of San José de las Mulas. May God keep Him in His glory.
Compañeras and Compañeros, I can't help but be moved to tears when Comandante Daniel mentioned, when I remember, when I evoke, when I invoke and when I know that it is thanks to them all that we are as we are now: Strong, Determined, Convinced that Victory is and will remain Ours.
Great Affection, great Love, and above all, great assuredness to our Nicaraguan Families who are the main people responsible, the main custodians of the Peace that we all deserve.
