Partnership Alliances - a new model for NGOs in Nicaragua

PARTNERSHIP ALLIANCES

The Government of Reconciliation and National Unity of Nicaragua informs Nicaragua'sFamilies that from now on the Non-Governmental Organizations operating in Nicaragua will be governed by a new operating model that we have characterized as “Partnership Alliances.”

Each NGO, in compliance with all its legal obligations, will submit to public institutions, through the MINT and/or the Ministry of Foreign Affairs of the Republic, as the case may be, Specific Proposals for Alliance Programs and Projects, around Particular Topics, according to their organization's mission and/or vocation.
The Government and State Institutions may or may not accept the Proposals while ensuring that everything instructed, oriented and stipulated in the Laws of the Republic is complied with.

Once the Project is fully developed, implemented and fulfilled, the Non-Governmental Organization may propose another new Partnership Alliance, according to its nature and/or field of action.

Each new Association Alliance must comply with Nicaraguan legislation in all its aspects and formalities.

In this logic, no Program or Project will be the object or subject of exemptions or other tax benefits, so that they are based  strictly in line with purposes and intentions of Respect and Solidarity.

With this new Modality, we continue to contribute to the indispensable ordering of our daily progress, with respect and adherence to Nicaraguan laws on the part of all organizations formally registered in our Country that propose Projects of interest to our Nicaragua.

We recognize the Fraternal Contribution of NGOs, in respectful and harmonious contexts, indispensable for the well-being of all those involved in promoting and developing Solidarity.

NOTE :

As required and to be worked on :

1. Updating the Registration of NGOs with the Ministry of the Interior and the Ministry of Foreign Affairs.

2. Amendments to the Tax Concertation Law (Article 32), to eliminate Exemptions and other Tax Benefits.

3. Amendments to the Regulations of the General Law on Regulation and Control of Non-Profit Organizations, Law No. 1115, so as to add the "Partnership Alliances".

4. Persons representing an Organization, with a Proposal for an Association Alliance, must specify before the MINT and the Ministry of Foreign Affairs of the Republic :

  •     Type of Project or Program to be developed
  •     Specific Aims and Objectives
  •     Origin of the Financing
  •     Budget
  •     Period
  •     Roles and Responsibilities of the Parties

5. Amendments to the Foreign Agents Regulation Act.
