Dear Brothers and Sisters :
I am pleased to convey the Letter signed by President-Comandante Daniel Ortega Saavedra and Vice President Rosario Murillo, clarifying and ratifying Nicaragua's willingness to assume the Pro Tempore Presidency of our System, for the Second Semester of this Year 2024.
The above is based on Article 3 of the Rules of Procedure of the SICA Pro-Tempore Presidency which establishes the order of continuity of the Temporary Mandates that govern our SICA Legal System:
"Rotation of the Member States to exercise the PPT.
The Pro-Tempore Presidency is exercised by rotation every six months in the geographical order of the SICA Member States, starting with Belize, followed continuously by Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Panama and the Dominican Republic. States holding the status of Associates or Observers may not exercise the Pro-Tempore Presidency of the System.
Each Member State shall assume the Presidency Pro Tempore in accordance with the order set out in the preceding paragraph. In the event that, due to some duly justified circumstance, the State to which it corresponds is unable to exercise the Presidency Pro Tempore during that period, the General Secretariat of SICA will be notified, who will inform the Member States and it will be exercised by the next willing State in the order of rotation referred to.
The State that excuses itself from assuming the Presidency Pro Tempore will resume it in the immediately subsequent period, which must be communicated at the time of its notification.”
Therefore, we remain at the disposal of the Sister Republic of Honduras, to receive the Councils and Committees that make up our System.
