Dr. Sanchez:
With cordial greetings, I would like to address you with reference to a statement circulating in regional news media about the intention to change the financing policies for programs and projects in our country. In your speech, you affirm that operations approved for Nicaragua were carried out in a poorly balanced framework and without technical rigor. What you have said has been refuted by the recognition received from both CABEI itself and other international financing organizations as evidenced by the results of portfolio evaluations evaluating the quality of execution, payment and duly certified accounts over the past 17 years.
The Central American Bank for Economic Integration, since its foundation, has an essential mandate to maintain itself as a financial institution for the economic, social development and integration of the Central American region. Nicaragua is a founding partner and member country of this entity, and as such exercises its right to request financing for its development programs in accordance with the established norms and policies.
We therefore consider that your statements contribute neither to the Bank's developing management nor to the spirit of Central American integration. Nicaragua is a country that ensures it meets the highest standards in the mission and vision of this financial institution, as indeed it should in its capacity as a founding partner and member. In fact, our country has actively contributed to the achievement of extra-regional partners with every respect for sovereignty.
In multilateral financial institutions, policies and strategic vision are defined in the Assemblies of Governors to which the Board of Directors of the Bank answers, in their capacity as representatives of their respective States as shareholding partners. Honorable President, your statements break with what is stated in the CABEI's articles of agreement.
We recall too, Madam President, the support of our vote on the day of your election and, respectfully, I urge you not to turn the Bank into a political battlefield; which I repeat does not contribute to Central American development and integration. Finally, we demand respect when you address our country and the Representatives of the State of the Republic of Nicaragua.
