Joint Statement
between the People's Republic of China
and the Republic of Nicaragua
on the Establishment of their Strategic Partnership

1. On the occasion of the 2nd anniversary of the re-establishment of diplomatic relations between the People's Republic of China and the Republic of Nicaragua, the President of the People's Republic of China Xi Jinping held a telephone conversation with the President of the Republic of Nicaragua José Daniel Ortega Saavedra on December 19th 2023.

Both sides expressed great appreciation of the impetus of the rapid development of Chinese-Nicaraguan ties over the past two years since the re-establishment of diplomatic relations, and exchanged in-depth opinions on regional and international issues of common interest.

The two Heads of State fully recognized the positive progress achieved in areas such as mutual political trust, practical cooperation and solidarity in various areas and collaboration in multilateral forums during the last two years since the re-establishment of diplomatic relations. Agreeing that under the new circumstances the strategic nature of bilateral ties is becoming more and more prominent, both sides agreed to raise binational relations to the level of Strategic Partnership, believing that this decision corresponds to the common interests of both countries and their peoples and favors the common development and prosperity of both countries.

2. Both sides reaffirm the firm mutual support on issues pertaining to their respective vital interests and fundamental concerns. The Nicaraguan side firmly adheres to the one-China principle, reiterates that the Government of the People's Republic of China is the Only Legitimate Government representing all of China, and Taiwan is an inalienable part of Chinese territory. The Nicaraguan side resolutely opposes "Taiwan independence" in all its manifestations, and reaffirms its commitment not to have any kind of official contact with Taiwan and too its firm support for all the efforts of the Chinese government to bring about the reunification of the country. The Nicaraguan side firmly supports China's position on issues related to Hong Kong, Xinjiang, and Tibet, among others.

3. The Chinese side firmly supports the Nicaraguan people’s sovereign right to choose the path of development in accordance with their own national conditions, firmly supports Nicaragua’s defence of the country's independence, sovereignty, self-determination, security and development interests, resolutely supports Nicaragua to promote the advancement of its important national political agendas by secure steps, and categorically rejects foreign interference in Nicaragua's internal affairs.

4. The Nicaraguan side regards highly that under the leadership of President Xi Jinping and the Communist Party of China (CPC), China has materialized the goal of struggle set for the first centenary by having fulfilled the historical task of undertaking the hardest undertaking in the liberation from poverty and the consequent culmination of the integral construction of a moderately affluent society in the ten years of the new era. The Nicaraguan side trusts that under the leadership of the CPC, China will complete the comprehensive construction of a powerful, modern socialist country, and achieve the goal of struggle set for the second centenary.

The Nicaraguan side highly appreciates China's efforts to comprehensively promote the great revitalization of China’s nation with Chinese modernization, recognizing that Chinese modernization offers a new alternative to humanity to make modernization a reality, and brings Chinese solutions and strength to solve the common problems facing humanity.

5. The Chinese side regards highly that under the leadership of President Daniel Ortega and Vice President Rosario Murillo, Nicaragua has achieved notable successes in defending independence, maintaining stability, developing the economy and improving the well-being of the people, and trusts that with President Daniel Ortega and Vice President Rosario Murillo at the helm, Nicaragua will achieve new successes in nation-building and the Nicaraguan people will have a better life. The Chinese side will continue to provide support and assistance within its scope for the economic and social development of Nicaragua.

6. Both sides will bring into greater play political leadership via diplomacy by the Heads of State, maintain the momentum of contacts and high-level dialogues, unceasingly strengthen strategic collaboration, deepen mutual political trust and firmly guide the course of progress of Chinese-Nicaraguan relations.

7. Both sides will continue to increase exchanges and cooperation between different departments and at multiple levels, such as governments, legislative bodies, political parties and local authorities, and will promote the articulation of policies and the mutual learning of experiences on the governance of the country. Both sides equally adhere to the people-centered development philosophy, and will move forward hand in hand in their respective national modernizations.

8. The Nicaraguan side warmly congratulates the successful holding of the Third Belt and Road Forum for International Cooperation. Both sides agree that the Belt and Road Initiative provides a strong impetus for world economic growth, establishes a platform for international economic cooperation and opens a space for global common development, which is important practice in building the community of a shared future for mankind. Both sides agree to work according to the principles of extensive consultations, joint contributions and shared benefits, and with adherence to the concept of open, green and clean cooperation, to meet the objectives of high standards, benefits for peoples and sustainability, and promote sustainable development and common prosperity of both sides.

9. Both sides value highly the signing of the Free Trade Agreement (FTA) between China and Nicaragua, and will promote its early entry into force. Both sides will take full advantage of mechanisms such as the Joint Economic-Commercial Commission and platforms such as the China-Nicaragua FTA, to expand the volume and raise the level of binational trade. The Chinese side welcomes the entry of more typical Nicaraguan products into the Chinese market. The Nicaraguan side is willing to expand its exports to China through platforms such as the China International Import Expo.

10. The Chinese side supports its powerful companies to make investments and cooperative endeavors in Nicaragua and participate in local infrastructure construction, and is willing to actively study the investment and financing projects proposed by the Nicaraguan side. The Nicaraguan side is preparing to improve and continue strengthening the business climate to offer political support and facilities to Chinese companies that invest and operate in Nicaragua.

11. The two sides agree to strengthen exchanges and cooperation in the field of peace and security, and actively carry out exchange of personnel and technological training. Both sides agree to strengthen protections for the security, rights and legitimate interests of other sides people, institution and projects in their respective countries.

12. Both sides agree to expand cultural and people-to-people exchanges, and deepen cooperation in areas such as culture, tourism, education, public health, youth, media and sports, among others.

13. Both sides agree that as both are developing countries, China and Nicaragua have broad common interests and similar positions and proposals in international affairs, so they will rely even more on international affairs to defend the international system centered on the UN, the international order based on international law and the basic norms of international relations based on the purposes and principles of the UN Charter, and promote the construction of the community of shared future for humanity. Both sides jointly reject hegemonism and the policy of force, resolutely oppose the politicization and instrumentalization of the issue of human rights and the interference of any country in the internal affairs of others under the pretext of democracy and human rights, and refuse the imposition of unilateral coercive measures, so-called sanctions. The Nicaraguan side fully supports and actively participates in the Global Development Initiative (GDI), the Global Security Initiative (GSI) and the Global Civilization Initiative (GCI), proposed by the Chinese side, recognizing the important role of these initiatives in improving global governance and responding to global challenges. The Chinese side appreciates the Nicaraguan efforts for global and regional peace and development.

14. Both sides highly value the important role of the China-CELAC Forum (FCC) in promoting relations between China and Latin America and the Caribbean (LAC). The Chinese side appreciates the contributions of the Nicaraguan side in promoting the development of China-LAC ties within the framework of the FCC, and is willing to strengthen consultations and coordination with the Nicaraguan side on FCC matters, with a view to jointly pushing China-LAC relations in the new era, characterized by equality, mutual benefit, innovation, openness and well-being for peoples, so as to continuously achieve new progress.
