AT THE SIGNING CEREMONY OF THE “MEMORANDUM OF UNDERSTANDING ON COOPERATION
BETWEEN THE STATE COMMISSION OF ETHNIC AFFAIRS OF THE PEOPLE'S REPUBLIC OF CHINA
AND THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF NICARAGUA”

Comrade Guo Weiping, Vice-Minister of the National Commission for Ethnic Affairs of the People's Republic of China and Members of his Delegation;
Comrade Chen Xi, Ambassador of the People's Republic of China in Nicaragua;
Comrades of the Government of Reconciliation and National Unity;
1. We cordially welcome the Comrades, Sisters and Brothers of the People's Republic of China and convey the greetings of the President of the Republic, Comandante Daniel Ortega Saavedra, Comrade Vice President Rosario Murillo and the People and Government of the Republic of Nicaragua, reaffirming the willingness of our Government to continue strengthening the bilateral relations between our Brotherly countries.
2. We are very pleased to continue taking concrete and accelerated steps in strengthening these bilateral exchanges, particularly with the signing today of the Memorandum of Understanding on Cooperation between the State Commission of Ethnic Affairs of the People's Republic of China and the Government of Nicaragua through its Ministry of Foreign Affairs, on the basis of equality, mutual benefit, solidarity and respect for the Legislation of each Country.
3. The Political Constitution of Nicaragua recognizes the Autonomous Regions of the Indigenous and Afro-descendants Peoples, their Cultural, Ethnic and Linguistic Diversity within the unitary and indivisible State of Nicaragua. Promoting its development and progress in accordance with the Plan to Fight Poverty and Human Development.
4. The signing of this important instrument aims to further strengthen mutual and cultural learning and solid and respectful friendship between China and Nicaragua, by improving trust and mutual understanding between the two Peoples and Governments.
5. Through this Memorandum, both Sister Nations will support various forms of exchanges of delegations and cooperation between their departments and institutions, legislative assemblies, autonomous regional governments, organizations, universities and educational centers, among others; in cultural, educational, academic and economic aspects of ethnic work, in order to promote the development of bilateral relations, from People to People and between the Institutions and Community Organizations of China and Nicaragua.
6. We are confident that we will continue working together, strengthening every day the historical and fraternal bonds of friendship, solidarity and cooperation that unite both Peoples and Governments, promoting and implementing the Global Civilization Initiative, Inclusive Coexistence, exchanges and mutual learning.
