OPENING MESSAGE
Ladies and gentlemen, Presidents of COP-27, and the upcoming COP-28.
Ladies and gentlemen, Chairmen of the Subsidiary Bodies.
Executive Secretariat of the United Nations Framework Convention on Climate Change.
Brothers and Sisters all.
1. Our delegation has the honor to convey the fraternal greetings of the President of the Republic of Nicaragua, Commander Daniel Ortega Saavedra, and Compañera Vice President Rosario Murillo Zambrana, to all the countries present here, and in particular to the People and Government of the United Arab Emirates (UAE).
2. Nicaragua recognizes the hard work of both presidencies, Egypt and the UAE, and of the UNFCCC Secretariat to organize this important COP 28.
3. Nicaragua supports the statements presented by Cuba on behalf of the G77 and China.
4. We firmly express our permanent solidarity with the Palestinian People, likewise, we extend this commitment to all the Peoples in Struggle in the world, it is time to reaffirm that solidarity is a transformative force that makes the most of human diversity in order to connect all societies.
Mr. President,
5. Nicaragua does not cause climate change, we only emit 0.05% of total Effect
Greenhouse Gases , but we suffer severe impacts to our economy. The impacts of the hydrometeorological phenomena associated with the climate crisis leave us with losses and damages equivalent to 8% of GDP, between US$2 billion to 4 billion annually, mainly damage to infrastructure, social and productive sectors, environment, health care, education, energy, telecommunications, water and sanitation.
6. There is no doubt, science supports it, that the root of the climate crisis is the responsibility of the large capitalist economies which apply and expand destructive models of Production and Consumption, causing and expanding the “Climate Crisis”. Climate Change is already history, now it is a Climate Crisis. It is also a Planetary Crisis and a Crisis of Values due to a lack of faith in God.
Mr. President,
7. It is imperative that developed countries reduce emissions by 50% by 2030. According to the Sixth IPCC Report, approved this year 2023, 3 billion people are threatened by the climate crisis, particularly in regions such as Central America, island countries and Africa, as a result of carbon dioxide concentrations that are at their highest values ever seen in the last 2000 years, we are at 420 Parts Per Million with more than 59 billion tons of carbon dioxide being emitted into the atmosphere and we have global temperature anomalies of 1.1 degrees Celsius.
8. In order to preserve and defend the Right to Life on our Mother Earth, concrete results are urgently needed at the United Nations Conference on Climate Change (COP28), which are based on the principle of Common But Differentiated Responsibilities and Respective Capacities, and that Climate Justice along with the indispensable Reparations Policy take the form of direct, unconditional and respectful cooperation.
9. Countries must comply with the U$D100 billion annual climate crisis financing commitment and avoid the commodification of Mother Earth, through the so-called Cooperative Mechanisms (as in Article 6 of the Paris Agreement), which are nothing more than the establishment of carbon markets.
10. We have exceeded 6 of the 9 planetary limits, in particular pollution, deforestation and loss of biodiversity, and an unprecedented increase in emissions and ocean acidification, in this sense, adaptation and mitigation are insufficient to address the impacts of the climate crisis, it is urgent to fund and make operative the compensation mechanism for Losses and Damages.

11. We celebrated the Meeting organized by the UN with the heads of State and Government of the G77+China in Havana, Cuba, where fundamental and important Agreements were made for the World, Agreements that must be taken into account by the COP28.
12. Finally, Nicaragua is convinced that the presence of the entire International Community, without exclusions, at this COP 28 is vital to achieve a world of Understanding, Peace, Justice, Solidarity and Development.
