Moscow, Russian Federation
Comrade Dmitry Medvedev, Chairman of the United Russia Party;
Compañeras and Compañeros, Brothers and Sisters, Members of the Delegations participating in this Meeting;
1. The Government of Reconciliation and National Unity of the Republic of Nicaragua and the FSLN thank the fraternal United Russia Party for the invitation to this THIRD MEETING of THE ORGANIZING COMMITTEE OF THE FORUM AGAINST THE PRACTICES OF NEOCOLONIALISM and we convey the fraternal greetings of Comrade President of the Republic Comandante Daniel Ortega Saavedra and Compañera Vice President Rosario Murillo to the President of the Russian Federation, Compañero Vladimir Putin; to Compañero Dmitry Medvedev, Deputy Chairman of the Security Council of the Russian Federation and Chairman of the United Russia Party, as well as to all the participants of this important meeting.
2. Modern day neocolonial practices as implemented by the United States and Europe represent the continuity of the colonial barbarism imposed through systematic extermination of native communities, the kidnapping of African peoples to convert them into commodities, the destruction of age old cultures and the indiscriminate plundering of our material and cultural riches in Asia and Africa, as well as in our Latin America and Caribbean.
3. Since the beginnings of colonial imposition, our Peoples have heroically fought against occupation, under the banners of National Liberation, Independence, National Sovereignty and Self-determination, and have achieved significant progress in the processes of decolonization.
4. Nicaragua is no stranger to colonial and neocolonial imposition. Brutally colonized by Spain and Great Britain, intervened in militarily by the United States on multiple occasions under the neocolonial Monroe Doctrine; each one of them was confronted and defeated by our brave people.
5. Today, we continue to face the same ideology of domination embraced by Western elites, one characterized by the control and manipulation of the international financial world, by ideological and cultural perversion, and by imperialist, exclusionary, unipolar and racist thinking, accompanied by the irrational deployment of military force to try to enforce their neocolonial will.
6. They take advantage of their dominance over International Financial Institutions to hinder access to resources for development and the fight to reduce poverty for countries who choose the path of political independence and self-determination.
7. They feel entitled to arbitrarily create lists of countries unfairly classified as bearing financial risk or by the unilateral elimination of the mechanisms for banking correspondence, which threatens the ability of some States, especially the smallest and most vulnerable, to engage in commercial exchange.
8. A particular expression of the attempt to enforce the neocolonialist unipolar vision has been the progressive politicization of the United Nations system, by means of imposing agendas and double standards in Human Rights matters, which have turned UN institutions into extensions of the meddlesome, interventionist foreign policy of the imperial powers.
9. Compañeras and Compañeros, this important meeting is taking place in a context of more brazen use of military force to try to impose the will of the Western elites, even more shameless manipulation of the international political system, paralyzing it in the face of the horrors of the genocide perpetrated against our peoples as well as the unilateral imposition of financial aggression, so-called sanctions, aimed at dismantling and weakening anyone confronting their neocolonial policies and practices.
10. Despite the constant aggression, this era is giving birth to multipolar thinking, the practice of solidarity and a permanent disposition on the part all our peoples to struggle against all kinds of colonial, neocolonial and imperialist imposition, both old and new .
11. From Free Nicaragua, a Dignified and Sovereign Nation, we reaffirm our steadfast solidarity with the People of Palestine, who are facing the neocolonial forces of the Government of Israel. We condemn the genocide of the Israeli Government, we demand an immediate ceasefire, an end to war crimes, the construction of Peace and peaceful coexistence between the States of Palestine and Israel.
12. Likewise, the Government and People of Nicaragua reiterate our steadfast solidarity and accompaniment to the Russian Federation and its heroic people in their struggle against neo-nazism and neo-fascism nurtured under the illegitimate, puppet government of Ukraine following orders and guidelines of the United States and Europe, in yet another example of their neocolonial practices and policies against Peoples who neither submit to their rule, nor hand over their resources. Nicaragua stands by Russia and has every confidence in the success of the Special Military Operation.
13. We also reiterate our firm readiness to continue cooperating with the Security Council of the Russian Federation in working groups to counter the color revolutions which the United States and Europe seek to carry out against our Governments and Peoples by undermining our stability and our peace.
14. Nicaragua reaffirms its commitment to the elimination and eradication of the colonial occupation under which many peoples still live in Asia, Africa and our America and Caribbean.
15. The Government of Reconciliation and National Unity, the Heroic People of Nicaragua argue for the elimination of all forms of colonization which still exist in the world.
16. The Peoples of the World have the right to exercise our National Sovereignty and Independence, advancing in the construction and consolidation of our own Model of Political, Economic, Social and Cultural Development, free from neocolonial interference or interventions, threats or foreign aggression.
17. To that end, on November 19th 2023, Nicaragua completed its withdrawal from the Organization of American States (OAS). We have broken the chains that tied us to that entity, by means of which the United States has exercised imperial control over the American Continent.
18. Compañeros and Compañeras, Nicaragua’s Government of Reconciliation and National Unity reiterates its firm commitment to the struggle against every manifestation of colonialism, neocolonialism and imperialism. Throughout our history, we have been a valiant, brave People who have not allowed ourselves to be subjugated under the imperial boot.
19. We have participated in this event inspired by our forebears who confronted the colonial hordes, by the Nicaraguan patriots who confronted and defeated the emerging neocolonial power of the United States, and by the humble men and women, who, together with our General of Free Men and Women Augusto C. Sandino, defeated the Yankee marines.
We participate here inspired by those who have given their lives for national liberation, for the struggle against US military intervention and against its current forms of intervention in the internal affairs of Nicaragua.
Thank you very much.
