MESSAGE FROM THE GOVERNMENT OF RECONCILIATION AND NATIONAL UNITY
AT THE III CELAC-EUROPEAN UNION SUMMIT

Ladies and Gentlemen Heads of State and Government, Heads of Delegations, Ministers of Foreign Affairs, Delegates;
1. The Government of Nicaragua welcomes the reactivation of the dialogue with the European Union, which must develop with full respect for International Law, respect for the Institutionality of CELAC based on the common principles and values of respect for the UN Charter, sovereign equality of States, non-interference in internal affairs, non-use or threat of use of force, respect for the environment, unconditional cooperation for sustainable development, the unity of our region and the dialogue that promotes international peace and security. In this spirit, we convey cordial greetings from the President of Nicaragua, Comandante Daniel Ortega Saavedra, Vice President Rosario Murillo and the Nicaraguan people.
2. Compliance with and respect for these principles, facilitates and promotes dialogue, in plenary of all States, and respectful, transparent, participatory, plural and inclusive debate, capable of identifying solutions and initiatives to jointly face the many common challenges of both regions without unilateral measures; this will make it possible to strengthen bi-regional relations.
3. Our Peoples have much to share with the world. Latin America and the Caribbean is a zone of peace, a region free of nuclear weapons, which promotes the peaceful solution of controversies in the region and in the world.
4. The just, necessary and irreversible transformations towards a new Multipolar World Order, are based on the principles of mutual respect, non-discrimination; equality between States, Peace, Development, gender equality, Justice, direct and participatory Democracy; Freedom, prioritizing always negotiation, constructive dialogue on a level of equality, harmony and mutually beneficial cooperation.
5. The post-pandemic recovery continues to be threatened by the global, energy, inflationary, climate and food crises aggravated by the coercive, illegal and unilateral measures imposed against the Russian Federation, China, Cuba, Iran, Venezuela, Nicaragua, Syria, Democratic People's Republic of Korea and other brotherly Peoples. These measures have caused an increase in the prices of oil, fertilizers, energy and food, affecting government budgets, the economy of the most vulnerable families, hindering our capacity to achieve the goals of the 2030 Agenda and the Sustainable Development Goals, including the fight against poverty and the eradication of hunger and malnutrition. We demand that the harmful and unfair unilateral measures be suspended and put an end to these degrading policies and violations of all Human Rights, if they really want to strengthen bi-regional relations.
6. Nicaragua continues to demand compliance of the commitments of developed countries of the European Union, to guarantee climate justice and reparation policies to compensate for loss and damage, promoting direct, respectful and unconditional cooperation.
7. Nicaragua expresses with clarity and determination that we reject and condemn the use of cluster munitions by all States, and we demand the government of the United States not to send cluster munitions to Ukraine or any other country in the world, in compliance with the Convention approved by the United Nations in 2008. The same Government of the United States has described the use of these cluster bombs as a war crime; we hope that this Government does not commit the crime thus described by its representatives.
8. On behalf of our Nicaraguan people and the Government of Reconciliation and National Unity we share with you and we recall that the International Court of Justice of The Hague issued a sentence on June 27, 1986 ordering the United States to financially compensate Nicaragua for the human losses and material damages caused as a result of U.S. military and paramilitary aggression during the eighties. A Judgment that is final and mandatory, and Nicaragua has not waived that right of reparation that the United States is obligated to fulfil. Nicaragua is respectful of International Law and we comply with the Judgments of the International Court of Justice, without exception.
9. Nicaragua considers that the Governments of the countries of the European Union must reflect and act in good faith with a vision of the present and the future, taking into account the Human Beings of Europe, Latin America and the Caribbean and other Regions, who long for Peace, Shared Security, Stability, Progress, Sustainable Development, Respectful Relations without Interference and Global Peaceful Coexistence. Europe must bear in mind and respect that we are no longer a colony of any power, we are Free, Independent and Sovereign countries, with Dignity for our Homeland, Identity and Freedom.
10. This July 19, 2023, Nicaraguans celebrate with joy and high morale, 44 years of the Sandinista Popular Revolution, adding victories and we continue advancing with the Political, Economic, Social and Cultural Project that belongs to the Nicaraguan people. Nicaragua strengthens its international relations of friendship, cooperation, investment and solidarity with all the peoples in the garden of the Global Village.
11. The Government of Nicaragua wishes all of you, your Governments and Peoples the best, with social justice, without exclusions, complying with the principles and purposes of International Law, of the UN Charter for the good of Humanity with Security, Stability and Peace.
