MESSAGE FROM THE GOVERNMENT OF RECONCILIATION AND NATIONAL UNITY
AT THE NAM MINISTERIAL MEETING
UNDER THE THEME: NAM UNITED AND FIRM IN THE FACE OF THE NEW CHALLENGES.

Sisters and Brothers, Ministers of Foreign Affairs.
Ladies and Gentlemen Ministers, of the countries that make up the Non-Aligned Movement.
Observers, special guests and members of the press who accompany us.
1. The delegation of the Republic of Nicaragua conveys fraternal and solidarity greetings from our President, Comandante Daniel Ortega Saavedra and our Vice President, Comrade Rosario Murillo, to the participating delegations.
2. The theme that brings us together in this Ministerial meeting: "NAM: United and firm in the face of new challenges", genuinely represents the need for our Movement to take action in the face of the challenges that the International Community faces due to the threats from certain countries, to continue acting with imperial ambitions, constantly superimposing their hegemonic interests above the priorities of the Peoples of the World, mainly those of our developing countries.
3. Investments in wars, waste of weapons resources, military alliances, blockades, sanctions and defamatory campaigns are just some of the challenges that our Movement must fight, which are contrary to International Law and the Charter of the United Nations, and threaten also against world peace.
4. Our World, however, is rapidly moving towards a Multipolar World Order, with the rise of new intercontinental regional players and greater cooperation among developing countries.
5. This Multipolarity is based on the principles of mutual respect, non-discrimination, sovereign equality between States, regardless of geographic or population size, military or economic power; and also based on universal values such as Peace, Development, Equity, Justice, Democracy and Freedom, always prioritizing negotiation, harmony, mutually beneficial cooperation and the peaceful solution of disputes.
6. Our Movement complements the progress towards this new Multipolar World Order, proven by the progressive biased politicization of the United Nations System, with the imposition of agendas and double standards, turning this Institution into an extension of the meddling and interventionist foreign policy of the imperial and neocolonial powers.
7. It is in view of this situation, that the countries of the Non-Aligned Movement must unite international efforts to adhere to the Bandung principles, promoting measures and actions respecting the Charter of the United Nations, defending Peace, the inviolability of the sovereignty of States, the inalienable right of peoples to their self-determination, non-interference, justice and Solidarity among Human Beings.
8. It is urgent that our Movement continue proposing a global consensus based on Multilateralism, Cooperation and Solidarity, which allows our countries to successfully implement the 2030 Agenda and the Sustainable Development Goals, eradicate poverty, inequality, reduce hunger, the lack of health and education, as well as urgently comply with the commitments of the Paris Agreement, especially limiting the increase in global temperature to 1.5°C. and supporting actions for adaptation, mitigation, Climate Justice and a compensation mechanism for Losses and Damages in developing countries.
9. Nicaragua continues to advocate for the strengthening of multilateralism and for the peaceful settlement of disputes.
10. We reiterate, before the international community, the importance of continuing to move towards total and complete disarmament, whose top priority continues to be the elimination of nuclear weapons.
11. Nicaragua rejects and condemns the illegal, criminal and arbitrary Unilateral Coercive Measures against Peoples and Governments that exercise their Right to National Sovereignty, Independence and Self-determination, affecting the economy, stability, peace and the development of families, peoples and nations.
12. Our Solidarity Embrace with the Heroic Cuba, with the Historical and Noble Struggles of the Palestinian People; the Continuous and Great Struggle against Fascism and for Security, Integrity and Peace, which will continue, we do not doubt it, reaping Victories.
13. Humanity is creating the conditions to break with the imperial hegemony, which for so long has subjected the planet and the majority of the human population to war, environmental collapse, destruction, instability, poverty and hunger.
14. The Government of Reconciliation and National Unity of the Republic of Nicaragua, under the Light and Guide of our President, Comandante Daniel Ortega Saavedra and our Vice President, Comrade Rosario Murillo, remains firm and committed to the preservation of peace, stability and security in Nicaragua, by making its best efforts and developing its policies to guarantee prosperity for all Nicaraguans, with inclusion and without distinction.
15. May Justice, Peace, Cooperation, Stability, mutual respect between States, Peoples and Governments, non-interference in internal affairs, respecting International Law, be the route and behavior of our Movement of Non-Aligned Countries, in a New International, Multipolar Order, in peaceful coexistence, progress and Inclusive and Sustainable Development.
16. Dear Comrades, NAM Sisters and Brothers. The Government of Nicaragua shares with you that on June 27, 1986, the International Court of Justice issued a judgment ordering the United States of America to indemnify Nicaragua for all damages caused as a result of military and paramilitary activities against Nicaragua during the eighties. Despite the fact that the Court recognized that in a situation of armed aggressions such as the one carried out by the United States, no type of reparation -neither economic nor moral- could compensate for the devastation of the Country, the loss of human lives and the physical and psychological injuries of the Nicaraguan people, the Court decided that the United States had the legal obligation to financially compensate Nicaragua for all the damages caused.
17. Comrade President Comandante Daniel Ortega Saavedra shares with you the Letter sent to the UN Secretary General, recalling that there is a historical debt with the Nicaraguan people that 37 years later has not been paid by the United States. It is an obligation clearly established in a final judgment of the highest international judicial authority, the International Court of Justice.
18. The compensation owed to Nicaragua for more than 17 billion dollars continues without being paid by the United States. Nicaragua at no time renounced the payment of the debt, that is, the right to receive compensation. Instead of receiving compensation as it morally and legally corresponds, Nicaragua continues to be the object of a new type of aggression, with the now euphemistically called sanctions, and an attempted coup in 2018, which the Government and people of Nicaragua neutralized.
19. The Government and the people of Nicaragua continue to demand compliance with said sentence and this was expressed by Comrade President Comandante Daniel Ortega Saavedra in a letter sent on June 27, 2023 to the UN Secretary General António Guterres, expressing the official position of Nicaragua and requesting to circulate it to all UN member states.
20. Nicaragua avails itself of this opportunity to recall that the judgments of the International Court of Justice are final and of inescapable compliance, and therefore the United States has the legal obligation to comply with the reparations ordered by the judgment of June 27, 1986.
21. Mr. President, we request the commitment and solidarity of the NAM to support Nicaragua, including in the section on Latin America and the Caribbean in the Final Document of our meeting, the following paragraph:
"The Ministers of Foreign Affairs, recalling the support expressed by the Eighth Summit of our Movement (NAM) in its paragraph 229 in Harare-Zimbabwe 1986, for the historic judgment of June 27, 1986, in the case of Nicaragua versus the United States of America, support Nicaragua's request to comply with the judicial ruling issued by the International Court of Justice, to compensate Nicaragua".
