President of the National Assembly
Good afternoon, Brother Mayor, Brothers and Sisters, Compañeras and Compañeros of San Juan de Limay and Pueblo Nuevo. We are here carrying out the Consultation on the Constitutional Reforms. This Consultation, which in its second stage is called "Hay Patria". We have a Nation! We have a Nation!
Today, by the grace of God, it is our turn to be here with the families, with the young people, with the townsfolk, with the militants and with the citizens in general, of Pueblo Nuevo, here in Pueblo Nuevo, and of San Juan de Limay.
We are the National Assembly here, we are going to ask the Compañeras and Compañeros to stand up, please; there they are, so that you get to know them; they are the Deputies of the National Assembly, and as we all know, they are here with us, and in front of us is the People President, the Youth President, the Youth Deputies, the People Deputies. That's the model we have, our model.
Without further ado, I want to introduce those of us who are here presiding, which is the Special Constitutional Commission, but we have others accompanying us, and the first one I want to introduce to you, though you already know him, but I must introduce him, because we must recognize our Mayor of Estelí and Political Secretary of the Department, Compañero Francisco Valenzuela.
We also have the members of the Commission. Dr. Arling Alonso is the First Vice President; we have Compañera Loria Dixon who is First Secretary of the Assembly; we have our friend, Dr. Alejandro Mejía Ferreti, who is Third Secretary of the Assembly; we have our friend Lester Flores, who is the Head of the political grouping of the Liberal Constitutionalist Party, who has been accompanying us throughout this process.
And over here we have Dr. Auxiliadora Martínez, president of the Justice Commission; and Compañero Dr. Wálmaro Gutiérrez, ñresident of the Economic Commission. Over there I also want to introduce Dr. Carlos Canales, from APRE, who is here with us.
Well, we are all here, all of us, with the intention of making this Consultation before you, in the way I have already spoken in these presentations, and I am just going to read it. Did they give you the little sheet of paper, do keep it, because this little sheet of paper is the one that will serve us when people ask us: And what were you doing there in Pueblo Nuevo? What were you doing there in the park in Pueblo Nuevo? We were in the consultation. And what were you being consulted about? They were consulting us about the Reforms to the Constitution, because you know that the Constitution is the fundamental law of a country, it is the Law that governs us all.
And so, our Reform is based on the three Concepts that are written there; our Reform is to give Stability, Security and Peace, because the main aspiration of all of us is to live in Peace, just as we have been, in Peace.
So, to guarantee that Peace, we must guarantee Security, guarantee Stability, we have these seven Points of Reform, they are seven Articles that we want to consult with you.
The first Article, as you can see there, what it essentially says is that no law made in another country, or in other countries, or in International Organizations, has any effect in Nicaragua.
That's so they're not going to be able to give us the story that they're going to make a law, like say the Nica Act. No such law has any effect in Nicaragua. The Laws of Nicaragua, the laws of Nicaraguans, have effect in Nicaragua. That's the first reform.
The second one says, yes, there are going to be elections, because that's one of the things they ask us. And they say that there will be no elections; there in the social networks they say that there will no longer be Elections.
Why? What the Comandante said is that there will be no elections enabling the bandits who want to take over the government and reverse what we have been building. To roll back free education, to roll back free health care. And then they're going to want to start charging people.
So what is there not going to be in the election? The participation of the criminals, and that's what it says: They will not be able to be candidates for positions of popular election; nor will they be able to hold public offices by appointment of the Presidency: Who? The coup plotters, the traitors to the nation.
Those who incite or promote foreign interference, those who call for military intervention, those who organize politically with foreign financing, those who support economic, commercial or financial blockades, those who call for sanctions against the Nicaraguan State, and those who do not comply with the Constitution. None of those are going to be able to participate.
Thirdly: Since we want Stability, we need the time of each term of Government between elections to be long enough so that there is Stability.
So, what Article 3 says is, that the period established for the positions of popular election and for the positions appointed by the President, or by ratification by the National Assembly are going to be seven years. That's what the reform says; in such a way that the next elections are going to be in 2028, seven years from the last ones.
Fourth: also in order to be able to be fully cohesive and secure, the appointments of the Commander-in-Chief of the Military Forces and the Chiefs of the Police Forces will also be for seven years. This is the fourth article of the Reform. What is all this for? To have Stability, Security and Peace.
The Fifth Article of the Reform is to give the powers to the Supreme Electoral Council which they need to apply it; so then the Supreme Electoral Council has to have the attribution to be able to call elections every seven years. But they also cannot allow a coup candidate or a party that registers with money financing it from abroad to participate. That's the Fifth reform.
The Sixth reform says that the date of the Inauguration, is going to be on the date of birth of Rubén Darío. When was Rubén Darío born? On January 18th, so then the Inauguration will be on January 18th which what the Constitution will say, and in doing this we pay tribute to Rubén.
And the last reform, the Seventh, what it says is: If the elections are going to be every seven years, those who are currently elected like us, the Deputies, the Mayors, the Councilors, their period has to be extended to seven years so that it is consistent, so that their period does not end, that it is extended to seven years and they will stay on for that time. So, the Constitution on that transition via this Reform says their periods are extended to seven years. Are we clear? Okay. Okay.
I have completed my seven minutes with this presentation, now and I give the floor to you. But before I give the floor to you all, I want you to know that Comandante Daniel and Compañera Rosario send you a warm embrace, a strong greeting, a firm embrace, a loving hug, to all of you.

Well, we also have the Seven Reform Articles in pictures, so as to be remembering and refreshing, and we have already done two sessions in Estelí's Department; this is the third one, yesterday we were in La Trinidad. The day before was the launch of the Second Stage of the Consultation the ratification to this Consultation of Reform to the Constitution, its Partial Reform.
And today, we are here in the Municipality of Pueblo Nuevo, where we also have the presence of the Municipality of San Juan de Limay. Of course, the Work Sessions we are holding have been being refined, and it is important to recognize the Political Will of the Government of President Daniel, of Compañera Rosario, of the Executive Board of the National Assembly, to have this space of direct, free, open Democracy, on the street, where we arrived, where there is really an opportunity for people to talk directly with the Legislative Branch, with the National Assembly, which approves the Laws.
We have this opportunity for the first time in these Municipalities, to have the parliament in full, thanks be to God and to his will. So we are waiting for the participation of the Compañeras and Compañeros who wish to, around the central Issue we have here, which is the partial Reform to the Constitution; the microphone is available here in front.

Remarks of a Compañero
Good afternoon. Good afternoon, Deputies, everyone, because today the People are a Deputy, because today the people are the National Assembly, because we are all Daniel, we are all Rosario, we are the Sandinista National Liberation Front.
And how beautiful, what a very beautiful Democracy is, this Democracy is to live it, to feel it, this is the true power of the people, the people sitting, the people ratifying their power, because we are never going to allow the remnants of the past, those barbarians who forgot about our Primary School children, who even took away their glass of milk.
We, as Nicaraguans and as a people, cannot forget the misery to which we were subjected from 1990 to 2006. No one here can forget how we suffered hours and hours of blackouts because there was no electricity. No one here can forget that we were walking dusty roads because there were no paved streets.
Nor can they forget that we could not go to university; in neoliberal and capitalist governments the poor did not have enough for these things.
The University at that time was a dream, and we, the children of the Workers and Peasants born on those lands, on the rural lands that had been handed over by the Revolution, suffered those ravages from 1990 to 2006. We had to walk nine kilometers to get to high school. But what kept us alive all that time? Faith and hope kept us alive, just as the Poem says: “Tomorrow, my child, everything will be different.”
Faith and Hope kept us alive, that from when Daniel wins everything will be different. And thank God, thank God, the Sandinista Front won that November 5th 2006. And our first decree was free Health Care and free Education for everyone. And those promises that they told me going to school, when Daniel wins, everything will be different.
Today, Pueblo Nuevo has eight Rural High Schools; three in the Countryside, and one dedicated to the Education of Youth and Adults. That is the power of the people, education in neighborhoods and communities.
And they told me, they promised me, that when Daniel wins, college will be free. Today there is a University in Pueblo Nuevo, for everyone. That's Democracy, that people can access their Rights.
And I ask them, as I always ask myself, this generation, not to allow those who once humiliated us, those who once subjected us, to never ever return to power. Those who between 1990 and 2006 forgot about the people of Las Casitas, when the collapse caused by the Mitch killed thousands and thousands because they did not have a plan.
Today we have a plan that we are developing from SINAPRED to safeguard the lives of all Nicaraguans. We, today we say, we are with Daniel, we are with Rosario, and we ratify these Reforms to the Political Constitution, we ratify them and we will defend them.
We ratify and we will defend them, because we are convinced that what is being done here is also by order of General Sandino: ”Those who traffic with the Honor and Dignity of Nicaraguans cannot be Nicaraguans."
So, Sisters and Brothers, as Youth, all the People, we assume a commitment is to defend this Revolution, to defend this Peace, to defend Security and Stability.
And today, we say to the enemies of the Nation, to the traitors and cowards: “We will not fall into your iron claws again, because here, here, one way and another, the enemy remains the same.” We already know this, and in fact, that is why we are prepared to defend our Revolution, because we have the right to have our own Political, Economic and Social Model, and we achieved it thanks be to God at the beginning of 2007. And today we are consolidating it; from here on, we are only going for more Victories.

Good afternoon, Compañeras and Compañeros Deputies of the National Assembly; good afternoon our Authorities who accompany us and the public in general. My name is Henry Antonio Palma Calderón, and I am a young student from the Municipality of La Piedra Marmolina, San Juan de Limay, and by the grace of God I am a Nicaraguan.
It is a great honor for me to be present here today, taking part in this National Consultation on the Law of Partial Reform to the Political Constitution of the Republic of Nicaragua. I feel happy, and I feel happy because my voice will be heard, because my opinion will be taken into account.
Today, as Young Students, we fully and firmly support this Constitutional Reform; because it has been made clear to us that what we seek and intend to achieve is Stability, Security and Peace in our country. Three fundamental principles to continue reaping achievements and victories together with the Nicaraguan people, of which we are all proud.
I also want to remind you of a phrase by our great Poet Rubén Darío: "Youth, divine treasure". We are that young force that drives our country towards a better future every day. We promote our country, and we are the future spokespersons and we have the great commitment to support our Co-Presidents, Comandante Daniel, and Compañera Rosario Murillo.
To remind you that a son who sells or betrays his father or his mother cannot be called a son; likewise, a person who betrays his country does not deserve to be called a son of this country.
That is why we support and are certain that this Reform guarantees greater progress, a better future for our Blessed and Forever Free Nicaragua.
We continue to dream, we continue to believe; also to tell them that our Heroes and Martyrs are in this Reform; their spilled blood drives us not to give up, that we are going to continue on Paths of Progress; that we are not a country here, we are not going to surrender here, because those traitors do not have God's forgiveness.
Those traitors are not forgotten, the Nicaraguan people should not forget those people, and just as we do not forget them, they should not have any rights here in our country.
""Our martyrs, Comandante Francisco Rivera Quintero, “El Zorro"; General Sandino, Carlos Fonseca Amador, our young poet, Leonel Rugama, and with that famous phrase that we all remember every day: "Let your mother surrender." That is the voice which is present in this Reform.
Because no one is going to surrender here, we will defend our Sovereignty as we have done so far, because we want to continue seeing more hospitals, we want to continue seeing better roads, because we want young people to have more opportunities to study at free universities, and with quality education in our country.
Because we want them to be part of the Rural University Program, of which I am a protagonist. We want Peasant families to have the right to have a Rural University in the Municipality.
These are the Victories that we want to continue living and from which we want to continue benefiting. We want more schools. We want to keep seeing more social projects, and we are going to achieve all this from this Reform, because this is key.
Seven years will allow us to consider long-term projects, short-term projects and goals; and we will achieve them, and this is what will give us the greatest satisfaction. And so, with our Co-Presidents, guided by God, who is the main force above all, we will be able to have the Nicaragua we all dream of.
And as our Comandante, Tomás Borge, said, and I repeat it: "There will be a Sandinista Front, Today, Tomorrow and Always."

Good afternoon, beloved Deputies; Brothers and Sisters, my name is Emanuel Quintero, I am from San Juan de Limay. Today, our Municipality ratifies and approves the Law, the Constitution, this Reform. Why are we doing this? We do it for several reasons.
Me now, making a little reminder, at my age I lived many things and one of them was, when we were in high school, we sat on the floor. We used to line the walls of the classrooms and we paid to be able to study.
Today we realize that thanks to God and the will of our Good Government, those Rights have been restored. Today we can say with much love, with pride that we have a Free and Quality Education.
We have to get out of poverty, and we have to do so through education,
it is our best weapon. Thanks to God and the Will of the Good Government, education is a priority today. That is why all of us are working together today, to achieve all these good social programs that we have as a Good Government.
I hope that all of us present are aware of our Heroes, of our Martyrs who gave their Lives. And today we can tell you that we are present, and that we are fulfilling the Dream of our Heroes and Martyrs, and today we tell you, that yes we are going to fight and that we are going to give battle for this Revolution.
And today, more committed than ever, we say: "Yes, to this Constitutional Reform." United, we will achieve it, for more victories, for more Education, for more Health, for more houses for the people.
We, as a Municipality were one of the forgotten Municipalities for many years and today we can say with great pride that we are the most Blessed Municipalities in the Department of Estelí, with three new streets, three brand new roads . So, what more can we ask of this revolution? We can only ask that we together achieve all those Victories. And we can't go back to the past.
I have already told you a small fragment of the Past, of what happened to us, and perhaps to many of you. We cannot return to the Past because we lived it, and we know that what torture it would be to return to the Past.
Today we say Present! with our Sandinista Front.

A very good afternoon, Compañeras and Compañeros who are joining us today. My name is Aricel Quintero Mendoza, I am a Civil Engineer, and I come from the Municipality of San Juan de Limay.
Today I want to tell you that as a young person I support and ratify the Constitutional Reform of the Republic of Nicaragua. I want to highlight the great Projects that our Government has advanced, day by day, where we can see new roads, streets, road improvements, Health Centers, new Hospitals, Schools, and those decent homes for families that are advancing every day in different places of our country.
All this has been thanks to God's help first of all, and to our Good Government of Reconciliation and National Unity, presided over by our Compañero President Daniel Ortega and Compañera Rosario Murillo.
So as Youth we keep Going Onward to more Victories, for more Projects, and until Victory Always. Many thanks and blessings to all.
Ima Alfaro
Good afternoon, Your excellency, the National Assembly Executive, the Authorities, the Women's Cooperatives who are also gathered here. The Youth of course, let's not forget the population, the Municipality, the Communities.
My name is Ima Alfaro, I live in the Guasuyuca Community, we are almost 13 kilometers from Pueblo Nuevo, I have a Master's Degree in University Extension, and I want to repeat the phrase: Without the participation of women, there is no Revolution!
I also have some things written down because the young man who spoke and all those who have spoken have left me speechless, and so I say, Mother mine, and now what am I going to say if they have already said everything!
We also want to appear in this Consultation as Cooperative Women, as Producers, as leaders committed, above all, to Economic and Social Development, not only of the Municipality, of the Communities, but also at the National Level.
To tell you that in 2018 we were one of the power bases in Estelí and we did not want to listen to the calls to take to the street, to close down, because there was unemployment.
I remember that in 2018, in the La Diosa Cooperative Center, which is the one I represent in the Northern Region, we sold half a million córdobas, participating in all the Fairs, participating in the Esteli Park Fairs, participating in the Creative Economy, in everything.
And what does that mean? That we women were not afraid either, despite everything they were telling us, or because people came and told us, who were representative of NGOs, or International Agencies that provide funds, take to the streets.
We were not going to listen to them, why? Because we come from the Communities, we come from where the Revolutionary Mystique was born, and what does all this mean? That there is also communication from us, and of course to represent the cooperative sector, so we cannot fail General Sandino either.
So, in total we represent eight grassroots cooperatives in the region; right now four grassroots Cooperatives are taking part here, but we are eight grassroots cooperatives in the Northern Region and we come to represent them today.
We are 730 peasant women organized in cooperatives throughout the North, women who work, who produce, who also generate income, and we contribute daily to the well-being of families and territories.
And from our organizational experience, we consider it essential that any electoral process takes place in accordance with the Constitution, National Laws and the sovereign will, as we are today in an open dialogue.
You know what I liked the most, that the Sandinista Front was also born from its bases, which are the Communities, and today having the political groupings in front of us together with the bases, that's important because we are in that bond, in that synergy, not separated. Even, because we export coffee, they call us into question because we are more imbued, we almost convince those who criticize from outside they want to come to us to stir things up, why? Because we are prepared.
We also went around promoting, strengthening and supporting the First Consultation which was in Estelí, we were invited as a sector by the Chamber of Commerce for all our activity. And also the decisions related to our Authorities and our political system correspond exclusively to Nicaraguan citizens, without outside pressure, without conditions or interference from foreign forces.
Sovereignty is not an abstract idea, for us it means being able to decide our Future, defend our resources, strengthen our Organizations and work for the development of the country with Dignity and Independence.
As Women organized in the Central Cooperative Las Diosas, we support any provision that contributes to protecting National Self-Determination, strengthening the Constitutional order and ensuring that elections are a true expression of the citizens’ will.
At the same time, we consider it important that its implementation ensures the effective participation of Women, Equity, Transparency and Respect for the Rights established in our Legislation.
Cooperative Women are not just spectators, we are Producers, Entrepreneurs, Leaders and Protagonists of Nicaragua's transformations.
From our territory, we will continue contributing to Dialogue, to Peace and to Economic and Social Development; that is why we participate in this Consultation, with our own voice and with the conviction that Nicaragua has the Sovereign Right to build its present and decide its future, without external interference, without being told how we should act and think; and of course, that we always have a voice in these open dialogues.

Good afternoon, I come from San Juan de Limay, my name is Pedro Castellón, retired from the National Police, and today I am Vice President of the Baseball and Softball Commission.
Today I have come to ratify the Reforms that are being approved, many young people have talked about what has been advanced and I have personally seen it in my family.
I have a son, who when he would have gone to university in those days, today he is a professional, he is a journalist in Managua and teaches at the "Casimiro Sotelo". I have another one who is currently doing an internship in engineering that is at the UNAN campus in Esteli. That is why we cannot allow what happened to us in 2018 to return to our country, that is why we must be alert and prepared. Thank you.

Good afternoon Compañeras and Compañeros my name is Mayerli Villareina, we strongly support these Reforms to the Constitution because we want to continue guaranteeing that restitution of Rights for us Women, because we Women today have the opportunity to have access to a loan to strengthen, to reinforce our businesses, where we have been allowed to come to develop, to be more technical, developing skills and abilities through Technological and Trade Schools.
To talk about women today is to talk about the great opportunities, in these 18 years we have been working on that Model of Equity and Complementarity, where our girls, our women, today, have the decision to choose the Careers of their preference.
We have access to Health, in our Esteli Department we have six maternity shelters, one in each municipality, where our women are well cared for with the comprehensive care they deserve, where today our Women have the Right to have their ultrasounds, their mammograms.
Where our Health Fairs arrive in every neighborhood, in every Community, the Program “My Hospital in my Community" arrives, because we cannot let our Rights regress. We want restitution of rights. That's why we defend our Hospitals, our housing projects.
And in this Victorious Month of September, we continue to defend Peace, and we promote Peace from all spaces. It is true, we have a Month that we celebrate Peace, a specific day, but celebrating Peace is for every day, promoting it from all spaces.
Today our Women have come to represent leadership and protagonism, in spaces of Political, Social, Cultural and Sports participation.
Yesterday we were watching the Torch being carried, and there were our Women Athletes who have proudly led the way representing us at National and International Level. Those are our Women to whom today our Government Model offers the great opportunities that we didn't have before.

We have come here to ratify these Sovereign Laws, Laws of the People, Laws of the Sandinista Front, and that is why we have come from the Communities, the housewives, to ratify the Laws here, the Constitutional Reforms.

Good afternoon, Compañeros, Compañeras; Dr. Gustavo Porras; Compañeras and Compañeros of the National Assembly who are with us today; our Departmental and Municipal Authorities.
Compañeras and Compañeros all, good afternoon. From our Glorious Youth we are supporting and ratifying the Constitutional Reform, for the continuity of all the Projects, Programs, of our Good Government; the continuity of the promotion of Sports for our Young People; the continuity of the promotion of Culture from the different spaces, from the different Communities, in our Municipalities; the continuity, where we are creating protection plans for our Environment. where we are at the forefront, creating social activities for our Families.
We, the people of Limay, feel privileged and proud, because we have a mega highway, a large construction, a highway connecting the Department of Esteli to San Juan de Limay, from San Juan de Limay to the Municipality of Achuapa, and San de Juan de Limay to the Municipality of Pueblo Nuevo, when before we traveled walking the dusty ways, when the neoliberal governments did not build some of these works that our Good Government is building, we walked really spoiled, we hardly feel the road, and we travel all year round.
Before, our pregnant women, the ambulances of our hospitals, seriously ill patients, had to wait on the other side of the bridge for almost three days waiting for the river to go down so they could be taken across the department, to the Hospitals.
Not today Compañeras and Compañeros, today it rains, thunders or flashes, we pass at any time thanks to our Good Government, with our Presidents Comandante Daniel and Compañera Rosario, we feel proud because we have a Rural University, a UNICAM in our Municipality.
To see how our young people from the countryside come down every weekend, the son of the farmer, the son of the humblest women in the Community, of the hard working Compañeras and Compañeros, of all those humble Compañeras and Compañeros who previously found it difficult to travel to the Department.
Not today, thanks to our Good Government, our Students are preparing professionally, not to go and attack the Peace and Security of our Municipality, not to go and burn things down or set up roadblocks, but to contribute professionally to the Development of our Country, to contribute to the growth of this Revolution, that is the Youth that is preparing itself through all these Programs and Projects.
Young entrepreneurs, thanks to the Trade Schools, thanks to the careers available, to the Technical Programs promoted by INATEC, where there are small businesses in our Municipality. Our municipality has been developing with great impact among our young people.
We do not need a white skin, or white people to come and give an opinion on the Sovereignty of our country, because we are a Sovereign Country, which understands that there are Nicaraguan children who love this Blessed and Forever Free Homeland.
They don't even have the right to have an opinion, or to question the decisions that are taken in this Blessed Nicaragua, because no sellout who betrayed the Nation has the right to come and have an opinion about the rights of Nicaraguans for whom we have been building, with whom we have been advancing.
Compañeras and Compañeros, I emphasize once again, we fully support and trust the leadership of our Comandante Daniel and our Compañera Rosario Murillo. Thank you very much.

Good afternoon, members of the National Assembly, good afternoon Authorities of our Department of Estelí, good afternoon Compañeras and Compañeros from the Municipality of San Juan de Limay, good afternoon to each of those who are present at this Consultation.
My name is, Noyling Balladares, I proudly represent the education sector, they are saying to me there, that maybe we are going to be left out... No, we are going to get space, the only bad thing is that the others have already left me speechless, but here we are going to do our best.
Our sector, the teachers of Pueblo Nuevo, feel very honored and supported by our Comandante, we ratify his policies, mainly because it has been for the well-being of our young people, of the most sensitive people, of the children, who are the treasure of our homes.
We support the reform as teachers, I know the situation in every classroom, we know today that those who do not study is because they do not want to, but they have all the possible conditions for there to be Education. Education has reached out to distant, large areas, to all Communities even in the most difficult parts of the country.
We want to thank our Comandante, who with his generous kindness contributes, creating projects for our children, young people and adults, because he does not see political color, he does not see age, size, physical deficiency, he only sees the Love of the People and the Well-being of each one of us.
That is why, in our sector we ratify and confirm, and at the same time we support, the Constitutional Reforms of our Beloved Government of Reconciliation and National Unity, to continue defending Peace, Sovereignty, Progress and Freedom of Expression for each one of us.
In this Beautiful, Sovereign Nation, where we are happy thanks to the fact that we have Freedom and, above all, the conditions we need, we want to continue being part of these changes that are for us, in the education sector. We agree with these policies, endorse and ratify this policy so as to move on.

Good afternoon, my name is Carlos Zeledón, a doctor, I am representing the Health Sector; good afternoon to the entire plenary, to all those who are joining us here today. We firmly support this partial Constitutional reform to the Electoral Law, which comes to favor us, to ratify the Right Nicaraguans have to Self-determination, to be the ones who define the destiny of our Country, to be inclusive, to be dignified.
Just as we guarantee Dignity in Health every day, just as we guarantee Dignity in Schools every day, just as we guarantee Dignity in public spaces every day, we also have to guarantee Dignity in the Electoral Process.
We must not allow interference, we must not allow ourselves to be governed by people who are not interested in or who are not concerned about the welfare of the People, who are ourselves.
So, this partial reform of the Electoral Law comes to ensure for everyone, all Nicaraguans, regardless of their political Creed, regardless of their religious opinion, comes to guarantee Self-determination and Dignity.
No one but Nicaraguans can have an opinion and decide the destiny that this country’s destiny which during all these years the Government of the Sandinista Front has favored everyone without distinction, without making differences, we have attended people in hospitals, every day.
We have responded in the Schools, Compañera and Compañero Teachers as well as Compañera and Compañero Nurses who every day, drop by drop, are sacrificing their lives, their time with their Family, who leave their Family behind while working on the holidays.
The Teachers who work through the holidays the Teachers who miss family events like birthdays, wedding anniversaries, but who are present there making the Nation and making the Revolution, we deserve to be the ones who decide the fate of our Country, to be who we are, this is what we want to live in Nicaragua.
And of course, it hurts life, the song says, that Nicaragua broke new ground; we are no longer subject to foreign orders, as the Compañera said, no white foreigner can come here to tell us what is going to happen to Nicaragua. We decide here, and we Nicaraguans are in command here.
Compañeras and Compañeros, today we say yes to this Electoral Reform, today we say yes to the Right to Self-Determination that we have as a People. Today we say yes to Nicaraguans being the ones who decide our own destiny; regardless of the political creed, Compañeras and Compañeros that you have, because this is a plenum for everyone.
This is an open plenary session, Liberal Compañeras and Compañeros, Conservatives, Sandinista Compañeras and Compañeros can join us here, we are the majority who are here.
But this Law comes to us to guarantee an equitable participation of the political parties, a fair participation, a participation that does not depend on foreign funding to be what defines an electoral result, but the will of this People, which is present, the will of this People, that with great effort we make sacrifices every day to take this country forward.
Then Compañeras and Compañeros, as the catchphrase of the Patriotic Military Service said: We Fight to Win, They will not pass!

Good afternoon everyone, we are here to ratify and approve the Reform of the Political Constitution, given the benefits we have obtained from our Government, especially in Schools, in Hospitals.
That's why we are ratifying for this to continue, look at the emblematic programs that the Government has given in Education, there we have the School Meal, the Bonuses for Preschool Children, for First and Second Grade Children, and for High School Graduates.
That's why I tell you that we must always continue to support because that's where the Future of Youth is with the Universities throughout the country; this is the only opportunity we have for a Future to continue in our Society. Thank you very much.
